行政院昨（11）晚拍板確立開放非金融業第三方支付儲值業務，經濟部表示，將努力研議對第三方支付適度的管理規範，希望兼顧金融監管、洗錢防制和消費者權益保障，同時牽涉個人資料保護。

行政院長江宜樺要求經濟部儘速擬定電子商務第三方支付的完整管理規範，張善政昨晚受訪時說，不覺得需要訂定專法，只要有一套新的完整管理規範，把第三方支付「講清楚」。

張善政表示，現在對於第三方支付並沒有任何限制，只有金管會要不要放行的問題，過去不敢放行是因為「該管的沒管會有漏洞」，現在由經濟部出來把該管的規範擬定出來，不認為需要透過立法。

經濟部商業司負責電子商務，副司長陳秘順表示，管理規範的形式，要視現有法規是否得以援引增設行政命令，若有必要不排除訂定專法。

78歲未婚獨居金門的黃奶奶，因823砲戰被炸斷腿，雙腿癱瘓又無親人照顧，生病時只能待在破舊的房子裡自癒。華山高市澎金站長廖倖玉說，有了這輛服務車後，黃奶奶將能樂意接受正常的醫療照護了。

行政院長江宜樺昨（11）日邀集財經高層研商後拍板，將開放非金融業的第三方支付業者可承作網路儲值與金流業務，相關部會三個月內完成方案提報行政院會，年底前完成配套措施。政委張善政表示，最快年底前上路。

根據昨天跨部會議協商方向，未來非金融業做第三方支付儲值，一定金額以下由經濟部訂規範、負責管理，一定金額以上則回到銀行體系規範，就是金管會堅持的實名帳戶、分戶管理。外界推估，可能比照電子票證，以1萬元為界限。

張善政指出，開放非金融業的第三方支付業者經營網路儲值後，國內電子商務產業將可蓬勃發展，尤其是將帶動網路小額交易快速成長，發展出「庶民經濟」，電子商務消費者與消費者間（C2C）的交易將大幅成長。包括文化創意產品、農產品和工業產品等，透過網路拍賣、交易將更為方便。

去年我國電子商務市場營業額已達6,600億元，今年資策會預估可達7,600億元，開放第三方支付業者經營網路儲值金流後，保守估計，明年將可破兆元，成為台灣下一個兆元產業。

昨日出席會議包括副院長毛治國、秘書長陳威仁、政務委員張善政、薛琦、中央銀行總裁彭淮南、金管會主委陳裕璋及經濟部次長卓士昭。是否開放非金融業的第三方支付業者經營網路儲值與金流，連日來引發網路家庭董事長詹宏志等業界和金管會的論戰，引發江宜樺高度關注，昨日邀集財經高層研商，在聽取相關首長意見後，作成上述決定。

據了解，包括張善政、薛琦及行政院高層都認為，世界各國都在發展電子商務，也開放非金融業的第三方支付業者經營儲值金流，為何只有台灣不能開放。

剛看到上面有人開不喜歡的歌的討論 推文還滿有意思的 除了大家在數自己不喜歡的歌之外，還有人偷偷幫自己喜歡的辯護 XD 所以就想說要不直接再開個喜歡的歌的 讓大家盡情支持辯護就好了 (咦) 不曉得這樣子有沒有違反版規 有的話煩請版主刪帖 然後說我知道有人發過類似的帖 可是那都是古早年前的，以五迷更新的速度，再發一個沒有問題吧？ (指指KK上每出一次專輯就變一次的排行榜) ------------------------------------------------ 我自己先來，會開放選五首，是因為我自己也覺得難選..... 1.盛夏光年 這首算五月天的吧？在KK把這首下架之前我可是每天聽5次的... 很喜歡這首的編曲 2. 2012 貌似這首也是有點冷門 但作為小8的開場曲，它真的有讓我眼前一亮 也為小8打下了略帶黑暗冷調又很酷很帥氣的調調 倉頡有把這氣勢承認下去 直到洗衣機出來讓我想摔耳機(是說，沒了洗衣機直接接歪腰不是更好嗎？) 3.愛情的模樣 最近很喜歡聽早期的專輯，歌曲裡生澀青春的感覺是後期的他們不可能再寫出來的 (才不會說原PO是強辯迷，就是因為這個原因) 愛情的模樣就算以現在的標準，也絕對是好歌一首 甚至在我眼中可以打掛一大堆他們後期的情歌 雖然16年後再聽會覺得很唏噓就是 4.候鳥 也是喜歡編曲 (這人編曲控) 雖然這種編曲法現在聽來會有點老掉牙，但想想這首歌的年紀那就算了吧 很夢幻很抽離的編曲，和很現實很日常的詞 加起來有一種莫名的蒼茫和希望 順帶一題，我很喜歡早期各種兒童不宜的歌詞，候鳥絕對是其中之一 (指) 後來就愈來愈全年齡向了 (攤手) 5. 倉頡/反而 都說了光五首很難選，但其實我真的很愛的就上面四首 在想第五首的時候我腦海中出現很了長一串名單 以這兩首為首 倉頡很大程度是因為跟在2012之後 有2012的氣勢加持，加上畫面感很重的詞 反而則是讓我非常驚豔的結尾曲 (還是編曲的原因) 但以播放率來說絕對輸倉頡很多就是 沒事就拿來聽的流行曲還是有存在的需要阿.... 就這樣，原PO我已經不會寫中文到底是怎麼回事... -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 31.205.48.227

目前的配備是 CPU (中央處理器)：Intel Core I5 2400 MB (主機板)：MSI PH61A-P35 RAM (記憶體)：DDR3 4G*2 HDD (硬碟)：Kinstone 120G+WD 1T VGA (顯示卡)：AMD Radeon HD 4800 Series PSU (電源供應器)：750 W(品牌未知) CACE (機殼)：振華 SF-2000 電腦突然打不開 一直重開機進不去bios 猜想應該是power問題 換了一顆舊的備用power就可以開機了 所以想請教一下 1.power要換振華的冰山金蝶850W好還是海韻的X-SERIES 850w 不知道現在哪一家的比較穩 (之前用過振華模組化的 一直很不穩 像是會發出滴滴滴的讓人惱火的聲音、然後系統 有時候會降低色彩度[像墨水印不出來那種感覺]，所以在想會不會是電力不足才換一 顆試試看，結果就沒什麼問題了，用起來很順，可是也很快就壞了(1年多) 所以前一顆是我買的時後模組化還很不穩嗎，不然怎麼用起來很不順....) 所以到底是金蝶好?還是X-SERIES好? -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 114.43.7.83
