宜蘭縣蘇澳籍漁船「益昇十二號」前天因超越台日暫定執法線三點六浬，遭日本公務船逮捕，這也是台日漁業協議生效以來，第四艘因越界被日本扣押的我國漁船。

農委會漁業署說，該船昨天在船主家屬繳交四百萬日圓的擔保金和卅萬日圓的漁獲罰金（共約台幣一百廿三萬元），人船已在中午獲釋。

漁業署說，台日漁業協議後，日方已增派十艘取締船在暫定執法線外近日本側水域、及該協議適用海域外的水域加強取締。

為保障漁民海上作業安全，避免誤入他國海域，漁業署已建置通報系統，隨時提醒避免越界，船隻若刻意關閉船位發報系統訊號違規越界，漁業署將嚴罰。漁業署說，益昇十二號就未按時回報船位，已要求該船立即進港且船長應接受巡防單位訪談。

曼尼加盟中職之後，看台上的球迷與場內比賽的球員都變成他的粉絲，包括中職五屆打擊王「恰恰」彭政閔。

自認英文不太輪轉的「恰恰」，之前不太敢在一壘區與曼尼多攀談，僅是哈啦兩句，他說：「我曾經問過他，『你的頭髮是真的嗎? 』」結果曼尼點了頭，還對「恰恰」說：「你可以摸摸看啊！」只是當時「恰恰」不好意思真的伸手去摸。

還有一次「恰恰」對曼尼說：「大家都希望你能留下來，我也是。」結果曼尼以「微笑」回應，沒有給「Yes」或是「No」的答案。

「恰恰」昨天在賽前守備練習特別戴上曼尼的辮子頭套亮相，再度引發「曼尼熱」話題，剛好碰上曼尼的41歲生日，「恰恰」還趁著他在三局敲安打上一壘時，用英文說聲「Happy Birthday」，曼尼以「Thank You」回應，並且主動指點恰恰的打擊姿勢。

「恰恰」馬上把曼尼的小指點派上用場，在三、四局相繼敲出安打，不僅敲出超前分，還獲選單場MVP。

其實曼尼過生日，球迷們都記得，一局上他走到打擊等待區時，球迷齊聲大唱生日快樂歌，但曼尼沒任何反應，球團人員表示，這就是曼尼的風格，他在球場上就是專心投入比賽，不喜歡被私事打擾。

新竹市首長也表達想送生日蛋糕到球場為曼尼慶生，但被義大球團婉拒，因為曼尼認為上周已在高雄主場提前慶生，不想在比賽時又在生日話題上打轉。

雖然「恰恰」與曼尼的互動不多，可說是「英雄相惜」，曼尼曾對象隊練習生林家緯表達很欣賞「恰恰」的打擊，「恰恰」也一直默默觀察曼尼在球場上的一舉一動，還有棒球心理的展現。

「他在私底下該開心的時候很放得開，來到球場該認真時，就很嚴肅去看待。」最讓「恰恰」佩服的是「活到老、學到老」的態度，「以曼尼在大聯盟的等級，算是A咖中的A咖，他不僅願意與別人分享棒球經驗，還會一再請教周遭的人，吸收別人的打擊長處，真的很難得。」

【時報-各報要聞】行政院國土活化三大指標案之一的空總舊址開發案，恐出現變數。由於各方對用途意見分歧，江揆昨天表示，應以首都台北市未來長遠發展為規劃方向，他將在赴現地勘察之後，再從長計議。惟另外一個重大標案華光特區，將優先全力推動。

江揆昨天在行政院政務會談中聽取財政部報告「國防部空軍司令部舊址開發案」之後表示，空總開發案位於首都精華地段，應該要審慎思考及規劃台北未來發展，江揆將親率副院長毛治國、秘書長陳威仁與政務委員薛琦等人前往現地勘察。

仁愛路空總開發案、中正區華光社區、五鐵共構雙子星開發案是三大指標案，江揆所關切的重點，在三案是否具互補功能、定位是否衝突，台北的大型購物商場是否重複太多、是否配合台北市5至10年發展規劃等。但財政部評估認為，此三案開發並不衝突，各有各的商圈特性和客群。

空總的區位精華，土地方正完整，產權清楚，成為各方覬覦標的，過去曾有興建文化展演場地、辦公廳舍、公園綠地等。經建會規劃為台北城中城，打造大型百貨、商辦、國際觀光旅館、住宅等複合式空間，原本這個案子已由政務委員薛琦審議確定，但江揆並未拍板，要求財政部重新思考定位方向。

財政部長張盛和表示，地盡其利為土地規劃最高原則，空總區位適合商業開發，但其他意見都可參考。

此外，財政部已將華光社區案初步開發方向報院核定中。華光特區擬規劃國際觀光旅館、商辦、複合式商城，開發成類似日本六本木，但因擔心標案太大，建議分期分區開發，讓單一標案金額不要太大。

但華光社區違章戶尚未拆除完畢，而台北市文化局6月19日還要針對有無保留區內古蹟進行審議。 (新聞來源：工商時報─記者呂雪彗、林淑慧／台北報導)

針對順丁烯二酸酐化製澱粉事件，衛生署公告，年糕也檢出順丁烯二酸，屬違規產品。

衛生署公告，食品藥物管理局聯合各地衛生局持續查察，日前涉案之澱粉包括地瓜粉、蕃薯粉、酥炸粉、黑輪粉、清粉、澄粉、粗粉、蚵仔煎粉、在來米粉等，受影響之市售產品包括粉圓、芋圓類、板條、魚肉煉製品類（關東煮、黑輪）、肉圓、豆花、粉粿及年糕等，經查證屬實之違規產品，已由轄區衛生局勒令下架停止販售，並限期退回上游經銷業者或製造廠，由衛生局儘速銷毀。

雖然時序近5月尾聲，但英國今年的春天異常寒冷，從3月到5月28日平均溫度只有攝氏6度，民眾在家仍要開暖氣，出門穿厚重冬衣。

氣象局指出，如果明天氣溫未見回升，今年春天氣溫將寫下自1962年以來最低紀錄，也是自1910年以來排名第5冷的春天。

氣象局指出，今年春天氣溫創新低，3月平均氣溫比平常低2.2到3.3度，是51年來最低溫。

氣溫一直無法回升的主因，是來自北極及北歐地區的冷空氣南下，英國時常刮起冷冽的北風和東風，5月初在英格蘭南部還下雪，3月時威爾斯也降雪。

降雨方面，3月和4月都低於過去的平均值，但是5月降雨量到28日的統計平均約86毫米，高於平均值70毫米。

台中一名李小姐投訴，去年九月購買「速遞家」的便利袋，廣告宣稱全台配送，一袋只要35元，因為比郵局便宜許多，一口氣買了一萬五千塊，結果公司卻突然在今年五月公告，全台有四分之三的點無法配送，讓她氣炸了。

一大碟便利袋，數量有兩、三百個，本來是為了方便宅配貨物，現在全成了廢物，經營網路購物的李小姐，當初就是被這張傳單吸引，速遞家全省物流，寫著比郵寄便宜，全台配送只要35塊，去年九月大批購買，但今年五月，卻突然看到公司網站公告，北中南竟然有多達四分之三的點，改成無法配送。

造橋鄉公所、鄉農會昨天在香格里拉樂園舉辦「南瓜創意料理研習」，由烹飪專家指導鄉內餐廳、觀光休閒業者及家政班媽媽，學習製作美觀又美味的南瓜料理，要讓遊客在6月中旬的南瓜節，不僅觀賞琳瑯滿目的南瓜，還能品嘗風味別具的南瓜料理。

研習活動由華宴烹飪教育推廣中心講師劉意源、中華飲食交流協會講師莊玉彩共同授課，推出「南瓜泡芙鮮蝦塔」、「金瓜綠波鑲鯛魚」、「白玉南瓜饌福袋」等6道料理，有主菜、前菜、甜點，將南瓜運用淋漓盡致，讓六十多名學員大開眼界。

劉意源指出，南瓜含有「鈷」是很健康的蔬菜，尤其現在養生觀念當道，他用少油、少鹽的西式手法烹調南瓜料理，更能將南瓜綿密香甜的原味凸顯出來，加上蔬菜、海鮮點綴，將口感層次提升。

苗栗縣副縣長林久翔、立委徐耀昌的妻子蔡麗卿及縣議會副議長陳明朝的妻子廖秀紅等人到場為業者與家政媽媽加油打氣，林久翔說，南瓜好看又好吃，相信今年能吸引更多遊客參加南瓜節活動，增加農民收益。

造橋南瓜節6月15日至23日在香格里拉樂園、谷巴休閒渡假村、天賜自然生態園區、牛奶的故鄉及龍昇、平興社區等地展開，活動期間各會場皆提供創意南瓜料理供遊客品嘗。

造橋鄉長黃純德說，南瓜創意料理簡單易學，希望透過研習刺激在地業者，學習用南瓜入菜，開發更多南瓜創意美食，吸引遊客來嘗鮮。
