電腦週邊廠群光(2385)公布4月合併營收57.55億元，較3月65.97億元減少13%，較去年同期則成長9.1%，累計今年前4 月合併營收229.5億元，較去年同期成長19.8%。群光今早盤開高走高，盤中最高來到82.8元，上漲半根停板，成交量放來到3千張以上。法人指出，群光今年在六大產品的積極推出下，今年在鍵盤的市占率將積極攀升，目前外資券商也有將群光目標價調升的動作。

　　專門報導三星 (Samsung)(005930-KR) 消息的網站《SamMobile》周二 (7 日) 透露，三星即將推出首款結合數位相機與智慧手機的「相機手機」產品，為最新旗艦智慧手機 Galaxy S4 的系列產品 Galaxy S4 Zoom，相機畫素將高達 1600 萬。

三星之前就推出過採用 1600 萬像素感光原件的智慧數位相機，為去年在柏林國際電子消費品展覽會 (IFA) 上發表的 Galaxy Camera。報導引述消息指出，三星將在今年夏天之前推出 Galaxy S4 Zoom，預料會是在今年 6、7 月間；且將有黑白兩種顏色選擇，產品代號為 SM-C1010。

報導進一步透露，Galaxy S4 Zoom 的螢幕尺寸將由 S4 的 5 吋縮小至 4.3 吋，採用 qHD AMOLED 顯示器。內建 8GB 儲存容量、支援 MicroSD 記憶卡至 64GB、藍牙 Bluetooth 4.0，搭載 Android「雷根糖 (Jelly Bean)」作業系統。但處理器可能只有 2 核心或 4 核心。

美國股市近來頻創新高，繼標準普爾500指數上周五 (3日)站上1600點，道瓊指數7日收盤也首度突破15000點，反映美國投資人信心增加。

德國7日公布數據顯示，3月份工業訂單增加2.2%，遠優於預期的下跌0.5%，激勵美股上攻。道瓊指數7日盤中最高達15056.67點，最後上漲87.31點或0.58%、收在15056.20點。標普500指數上漲8.46點或0.52%、收在1625.96點，連續四個交易日創紀錄。那斯達克綜合指數上漲3.66點或0.11%、收在3396.63點。費城半導體指數上漲0.15點或0.03%、收在453.62點，也刷新紀錄。

美股投資人原本擔心，大盤會像過去三年出現「春季頹勢」，現在則唯恐錯過行情。道瓊今年上漲約1952點，漲幅近15%。標普500指數今年漲了199點或14%；小型股羅素2000指數也漲14%，顯示不是只有大公司獲利復甦。

內政部長李鴻源今天在立法院表示，悠活度假村一、二區在余政憲擔任內政部長時就地合法，即使外界不喜歡，也不能說它違法。李鴻源說，營建署已經完成所有國家公園的清查，也已經擬定幾個處理方案，不可能就地合法。

李鴻源表示，悠活案從頭到尾歷經了十三位內政部長，經手的承辦人也相當多，非常複雜。民國95年內政部推動讓悠活就地合法，經過國家公園審議委員會以及行政院院會推動，這就是就地合法的旅館。但三到六區確實違法，必須執行斷水斷電，但假如一、二區也要斷水斷電，會有疑慮。

至於有四名相關承辦公務員有悠活會員證，李鴻源說，只剩一人還在任上，其餘三人都已經退休。由於內政部沒有調查權，後續交由檢調處理，究竟是屬於道德瑕疵，還是貪污，都會釐清，給國人一個交代。

對於內政部和環保署不同調，李鴻源表示，環保署認定悠活一到六區必須一起環評是正確的，因為確實以分區看都在一公頃一以下，就不需要環評。只是依法行政，一、二區假如斷水斷電，業者可能會申請國賠。

假如悠活度假村停業，大約有三百名員工可能面臨失業，李鴻源說，行政院會會同勞委會和內政部等相關單位，組成一個團隊來協助他們。

李鴻源說，營建署完成所有國家公園範圍內的旅館、度假村的全面清查工作，有些是在環評法通過前就已存在，這部分不該為難業者。其餘的，營建署已經擬出幾套解決方案，必須考量對當地居民生計和經濟的衝擊，但不會就地合法。

另外，海基會董事長林中森被指在內政部次長任內主持國家公園委員會的會議，是通融悠活的始作俑者，林中森今天表示，委員會是合議制，專案小組提出方案，是對墾丁國家公園內建築的通案性規範，再由委員會合議決定，他當時在會中的發言，完全沒有涉及悠活。

至於悠活是否依照環保署、縣政府要求停止營業，曾忠信未正面回應，陪同出席的律師林正芬表示，會配合相關主管機關及法令要求辦理。

曾忠信上午透過林正芬強調，悠活自始至終沒有規避環評、不需要環評、也沒有違反環評法，甚至在法律沒有規定之前，已先依國家公園法第14條及施行細則第10條相關法令進行「預先評估環境影響」及檢具「環境影響說明書」並經墾管處等主管機審核通過，等於已做實質環評。

林正芬表示，悠活土地早在民國54年編列非都市丙種建地，本來就可興建旅館，72年國家公園成立後也未做任何變動；85年悠活最先要申請旅館建照，最後以集合住宅名義，主要是因當時要興建「度假村」，墾管處建議可用集合住宅提出申請，並非為了規避環評。

外界質疑為何分成6區6張建照，林正芬解釋，是因為農地、水利、道路用地限制，也非逃避環評，實際上88年悠活全部都已興建完成，而環評法89年修訂才規定新擴建超過一公頃需環評，悠活14年來沒有擴建，根本不需做環評。

至於渡假村部份取得旅館執照，部份未取得，是因91年墾丁國家公園明定一般管制區「鄉村建築用地」得興建旅館後，悠活先就1、2區提出申請，接著也針對3、4區提出申請，但3、4區公文作業一直延擱至今；5、6作為永久村會員使用，並不需申請。

曾忠信強調，該完成的基本程序，他完全依法辦理，今天會出現如此狀況，是行政官員曲解法令、該作為而不作為的結果，讓他非常沉痛。

3至6區今起不再受理訂房

屏東縣政府昨天對墾丁悠活麗緻渡假村以「擅自擴大營業場所經營旅館業務」裁罰12萬元，並要求不合法的3至6區停止營業；不過縣府「默許」已住房客住到今天中午退房，悠活也告知遊客3至6區今天起不再受理訂房。

悠活渡假村說，對已訂房的房客，如果想退訂，公司會退費，或轉到1、2區，並告知遊客今天起3至6區不再受理訂房，只能訂1、2區。

國道警察五隊岡山分隊、田寮分隊疑似收賄放行違規運輸業者，昨高雄檢警調大規模搜索，檢察官今天上午向法院聲押王姓和葉姓2名警員及陳姓運輸業者共3人，其餘14名警員及業者和司機12人，分別以5萬至15萬元不等交保。
 
辦案人員蒐證年餘發現，陳姓業者所屬車隊若行經岡山、田寮分隊轄區，如發生「裝載貨物超重」、「無照駕駛」等違規情形遭攔查時，司機隨即通報業者，業者便聯繫岡山分隊或田寮分隊的白手套王姓及葉姓警員，由白手套聯繫查緝警員，攀套關係要求勿開罰單。
 
調查指出，員警以扣留司機駕照、行照，日後面交業者方式，放行違規車輛，業者事後則以招待飲宴或致贈香菸、洋酒、茶葉等物回饋違法放行警員、白手套警員，甚至招待喝花酒等。

耕莘醫院郭姓醫師8年前幫幫一名車禍丁姓男子急救，最後丁男不幸窒息死亡，郭姓醫師被依業務過失致死罪，一審判刑5月，得易科罰金；但高院今天更審出現大逆轉，郭姓醫師獲判無罪。
 
死者當時因車禍撞到整臉骨折，送醫急救，郭姓醫師被控，施用過多麻醉藥且插管不當，導致丁的自主呼吸遭抑制，又沒有掌握丁男的血氧變化，導致丁男因肺部大量吸入自己的血液，窒息死亡。。
 
但高院今天更審宣判，法官根據衛生署醫事鑑定委員會的報告，認為丁男的死亡主要是因為臉部重創，血液流入呼吸道，並被吸入肺部導致心肺衰竭死亡。
 
考量丁送醫時疼痛而嚴重躁動等原因，所以郭給予比平常高的麻藥劑量，但無法證明麻藥是造成血液流入呼吸道的直接因果關係；且醫院幫丁男插管後，還評估如何幫丁男進行顏面整形，可見當時丁的狀況正常，郭的醫術並無過失改判郭無罪。

天道盟同心會成員劉昭源被控因幫派糾紛，在2000年8月，夥同林宗堯到北市吉林路「吉林茶行」尋仇，對在場的太陽會重要成員方世祥連開十多槍，導致方男傷重死亡，另在場的前警員林福來等兩人受傷，案發後9年，逃亡中國的劉昭源才被押解返台並起訴殺人罪。
 
台北地院認為，證人指證槍擊時間大概一分多鐘，3名證人都說槍手身高約170公分，戴著鴨舌帽蓋住鼻尖以上，看不清長相，雖然當時槍手曾用台語說「世將在不在？」但法官要求劉當庭連續重複同句話後，證人無法確認聲音對不對，因此以證據不足等理由，判劉和開車接應的林宗堯無罪。
 
案經高院駁回上訴後，依《速審法》規定，除非檢方能提出判決違背法令、判例等理由上訴，否則全案等於宣告定讞。
