拜讀聯合報六日刊登之《英文、英文—對高教國際化的偏解》一文後，對照我去日本的經驗，有感而發。

我今年畢業於南部某大學之藝術類學系。系上老師普遍重視英文，甚至開過全英語授課之藝術史課程，努力提升學生英語程度。

今年上半年系上教師帶領同學赴日本姊妹校進行學術交流。行前同學都擔心第二外語不夠熟練，無法與日本師生對話，然而到了現場，才知道先前的憂慮完全多餘。接待的美術系主任一開始即表明他不懂英文。在翻譯協助下，他熱情地為我們介紹系上環境、課程。稍後露面的日方校長面對說著流利英語的本系教授，仍泰然地以日語回應。種種狀況都令本校師生有些訝異。我們參觀的同時漸漸瞭解，對方系上的教職人員大部分不通英文，就算會也似乎不太使用。而本系老師們，每一位都具備很高的英語會話水準，即使日本的老師說聽不懂，偶爾仍習慣性地在中文裡穿插幾句，翻譯忙著在三國語言間轉換。

日本教師較台灣教師不擅外語，但就我觀察，美術專長卻不會較差，某些課程教學內容更專業且深入，令前去參觀的同學十分羨慕。

我感觸良多。回想大學時令我受惠最深的老師之一是位知名藝術家，他也幾乎不懂英語及任何外語，而這並不影響他在藝壇的地位。

顯然在某些領域中，英文能力重要，卻非必要，扎實的專業能力基石，才是成功關鍵。台灣教育政策小心陷入英語能力與本科專業能力訓練本末倒置的情況。

但是本人居然在網路上查知了網路商城的售價就是有比那位民國 68 年次所出生的電器行老闆所開出的特價價位便宜了有 NT$3000 之多，


這意思就是指若本人老媽不殺價；被騙的錢可是會更高達 NT$3500 之多。

【胡治言／綜合報導】台南市一名周姓卡車司機，失婚後跟女友同居，還與另一名已婚阮氏越南妹發生婚外情，因阮女要分手，他強逼「分手砲」，事後又反悔打傷阮女丈夫，並朝阮女潑酸毀容，法官認為他惡性重大，依重傷害、通姦罪判刑10年。

《蘋果》報導，阮女提出分手後，周男要求分手砲，卻因太緊張不舉，找上同居女友幫忙口交，勃起後大玩3P、拍裸照，但等阮女離開後又不甘心，當晚持球棒痛毆阮女丈夫，接著在去年10月18日上午，周男尾隨騎機車的阮女，在阮女快到家時，朝阮女臉部潑酸，造成阮女臉頸、胸部、手臂有二度灼傷，臉部更因化學性灼傷，眼瞼有疤痕性外翻。

法官認為，阮女想終結不正常的婚外情，被告不僅不放手，還動手毆打對方丈夫，更故意朝阮女臉部潑灑強酸毀容，犯罪手法極端且惡性重大，對被害人及家屬造成身心重大影響，依重傷害、通姦罪將他判刑十年，全案仍可上訴。

高雄市旗山區公所昨天在旗山國小舉辦「重陽九九—恩愛久久」敬老活動，邀全區105對結婚超過40年的夫妻聚餐、接受表揚。主辦單位以里為單位，逐一安排各里的銀髮夫妻上台合影留念，安排舞蹈表演、樂團演奏，還有阿公阿嬤情歌對唱。

旗山公所別安排感恩敬茶，各里里長用保溫杯裝載茶水送給長輩，主持人要求阿公擁抱阿嬤展現愛意，用保溫杯喝「交杯茶」，場面溫馨。

橋頭新市鎮在高雄捷運紅線、台一線西邊，高雄都會公園北側，從1988年就由內政部營建署核定開發，至今「橋頭新市鎮」的口號已喊了25年。

高雄縣市合併前，營建署與高雄縣政府合作開發，開發基礎建設，但新市鎮開發計畫停滯不前，除了少數建商投資建案，另有高雄第二地方法院興建中，全區不見商店。縣市合併後，高雄市政府重啟開發，釋出住商用地，希望帶動投資。

速食龍頭麥當勞選擇在新市鎮靠省道橋頭區成功南路，及新市鎮外環道路橋新六路口，建妥1層樓建築的餐廳，占地200多坪，搶過路客商機，成為政府開發橋頭新市鎮20多年來的首家商店。

岡山地區房仲業者認為，橋頭新市鎮的商機，有可能跟著麥當勞走，連帶吸引其他商店跟著進駐，對橋頭新市鎮是一大福音。

麥當勞表示，為響應高雄市政府推動橋頭新市鎮，才以綠建築概念，興建橋頭餐廳，已獲「候選綠建築證書」，成為麥當勞的「綠色旗艦餐廳」。

麥當勞橋頭餐廳訂8日開幕，上午10點30分起，除了要送出200個可樂杯給購買全餐顧客，下午2點30分起，限量200支蛋捲冰淇淋，每支只賣5元。

【方翊倩／綜合報導】蘋果公司尚未公布iPhone 5s、iPhone 5c在台正式開賣日期，但部分電信業者已開始受理預約登記。台灣大哥大、遠傳電信皆表示，因詢問度高，基於服務立場留下民眾資料，一旦有最新消息就會通知登記的民眾。

二代健保補充保險費新制今年上路，健保署統計截至十月初，補充保費已為健保帶來兩百廿億元進帳，較預估的兩百億元高；此讓健保署對未來財務持「審慎樂觀」態度，估計民國一○五年前，健保費率不必調高。

健保署副署長李丞華指出，以往健保費收入是依照被保險人的薪資所得當作扣費標準，但因高所得者的收入來源多來自薪資所得以外的資本利得，因此二代健保除了按現有保費計收方式外，今年還把超過每月投保金額四倍以上的高額獎金、執行業務收入、股利所得、利息所得、租金收入及兼職所得等，全都計收補充保費。

另外，部分雇主為少繳健保費，過去常低報員工薪資，但二代健保修法針對雇主支付員工的薪資總額與投保金額總額間的差額，也須計收補充保費。

李丞華分析健保補充保費收繳情形發現，單是投保單位所繳的補充保費就已超過一百億元，顯示過去雇主低報員工健保費的漏洞，因補充保費制度而紛紛現形。其次是股利所得補充保費也收到四十億元，對健保財務挹注不小。

他說，每月補充保費收取略微變動，如年初以高額獎金為補充保費收入大宗；股利所得則集中於七月至九月配發；其他兼職所得、執行業務收入、利息所得及租金收入等補充保費項目，各月收繳金額較為持平。

李丞華指出，補充保費收入雖較當初預估金額多，但近來有部分存款大戶及承租戶懂得規避利息或租金收入，避免被扣繳補充保費；健保署將彙整避費漏洞，以作為未來修法參考。
