新莊福營地區民眾重要休憩場所的萬安公園，因公園內兒童遊戲設施，5月有民眾在溜滑梯旁上吊自殺，嚇得老人和小孩不敢到當地運動，遊戲器材整組遭到拆除，後來公園步道破損、路燈不亮形同廢墟，引起民怨。

新莊區公所經建課表示，步道鋪面改善工程已完成發包，照明部分已加派人力在夜間加強巡查並增設照明設施；另針對用地閒置情況，經評估市民使用需求後，因萬安公園多為長者聚集休憩，將規畫以增設體健設施為主，兒童遊具為輔，相關改善工程10月底前可完工。

市議員何淑峯接獲民眾陳情，昨天邀集市府農業局、新莊區公所等單位會勘，丹鳳高中志工隊長柯瓊珠說，自從發生上吊事件後，家長不敢帶小朋友到兒童遊戲區玩耍，只能在公園步道區散步。

但許多步道鋪面凹凸不平，小朋友騎單車常摔倒，入夜後因為燈光昏暗，許多遊民躲在公園內吸膠，成為治安死角，無人敢進入公園。

何淑峯表示，新莊區共有48處公園，堪稱花園城市，若公園內發生自殺案件，就將相關遊戲設施拆除置之不理，是鴕鳥心態，問題還是沒解決。建議若發生類似案件，可將舊的遊戲器材拆除後更新，才是治本之道。

「パン達人」昨天起辦理退費，分店內擠滿人潮。上月登記退費的民眾，可持身分證、發票並簽署和解同意書後領回現金，外加25%禮券賠償。

北市府法務局消費者服務中心主任何修蘭說，團體訴訟預計收件至本月15日，之後委由消基會提告，目前已累積400多件。這幾天將觀察パン達人退費情形，再決定是否延長申請時間。

パン達人8月27日開始登記退費，至9月底截止。昨天起到11月底，民眾可領回現金，每周一至六上午11點到下午7點半受理。業者也在網路上張貼公告，若當天分店退費準備金發放完畢，必須改天再辦理。

パン達人忠孝店昨天一早就擠滿人潮，許多民眾持發票前往退費。

麵包店雖然10點就營業，不過11點才開始退費，部分早到的消費者只能苦等。許先生拿著發票前往，他說，業者拖拖拉拉實在很糟糕。

顧客退費時，除須持身分證、發票以核對資料，還要簽署「和解同意書」，表明放棄團體訴訟及其他一切民事請求權。總經理徐志鴻說，這是為避免民眾重複求償，保障公司權益。

《傳產》休閒景觀豪宅搶手，八里左岸之王完銷

【時報記者郭鴻慧台北報導】白天鵝建設在新北市八里區推出的「左岸之王」，開案不到1個半月迅速完銷，每坪成交價約落在45～52萬元間，創八里新高價，也顯示出休閒景觀豪宅的搶手性。

負責代銷的甲桂林廣告副董事長曹瑞濱表示，台灣經濟發展已趨近成熟，對住宅的要求不僅僅是住的需求而已，消費者越來越重視生活方式，城市河岸景觀住宅具有高度吸引力，才會讓此案快速完銷。曹瑞濱說，此案有別於八里的小坪數住宅大樓，以大坪數的設計，外加270度的寬闊視野，又擁有八里左岸騎自行車道，一推出就造成熱銷，不到1個半月就宣告完銷，超出自已及業主的預期。

白天鵝建設在新北市八里區推出的「左岸之王」總戶數為39戶，樓高20層，採77坪到155坪的雙併格局，每戶3500～4000萬元。此案住宅空間透過弧線展現，連成最大的採光面，將東側的台北市、大屯山到西側出海口，達270度壯闊視野，全數吸納到建築空間中，此案在8月中旬開賣，不到10月就宣告完銷。

預計年底完工的花東鐵路電氣化，因颱風連番攪局、材料延遲送達，通車進度恐再延宕。交通部鐵路改建工程局指出，最快明年農曆年過後全線通車，但不排除分階段通車，先通「花蓮─玉里」再通「玉里─台東」。

台東在地立委表示「不能接受」，若無法全線通車，對台東根本沒幫助。

花東鐵路電氣化長度一百六十六點一公里，全線通車後，普悠瑪號可一路駛抵台東；台北至台東行車時間可從四個半小時大幅縮短到三個半小時，花蓮至台東也可比現在省約卅五分鐘。

立委劉櫂豪前天在立院交通委員會質疑花東鐵路電氣化工程落後。

鐵工局指出，今年已連遭五次颱風侵襲，工程被迫停擺，比預期進度落後百分之二至三；而國外材料延遲送達，也延誤變電站工程、台東車站號誌工程。

鐵工局指出，預估年底完工，還須辦理聯合檢查、列車測試、履勘，目前又有颱風進逼。鐵工局說，明年春節在一月底，比往年早，為了不影響疏運，恐怕得拖到農曆年後才能進行相關測試。

鐵工局長周永暉指出，預計下月上旬公布通車時程，目前仍以全線通車為目標，但若部分工程延後，不排除分階段通車。

劉櫂豪說，明年春節無法搭新車返鄉，台東居民已經很失望，不能接受分階段通車，「難道要台東人在玉里換車？」

是否也該修法重判呢?
但不知道現在對狼父的刑責重不重?

世界各國有對狼父重懲的處罰嗎?(例如去勢...)

【綜合報導】從昨日開始有網友發現，美國華盛頓特區的國家動物園所提供的貓熊寶寶24小時影像，突然停止運作，今日答案揭曉，原來是受到政府關門的影響，園方決定暫停提供影像。

園方發出聲明稿指出，「由於受到美國聯邦政府於10月1日關門影響，本園區自即日起不再開放大眾入園參觀」。園方指出，所有園區相關設施都會暫停營運，包括大貓熊美香和寶寶的網路動態影像也不再提供。

不過園方強調，雖然園區不營運，但會保證園區內的動物能維持良好的生活品質，餵食與清掃工作一切照常。

【孫友廉／新北報導】五洲製藥少東兼總經理吳宗明，今年1月間涉撕毀與妻子王淑芬財產協議書及5億元本票，被依毀損罪起訴，新北地院上午首次開庭，吳男承認撕毀，但透過律師強調，王女尚有協議書影本，且本票兌現有附帶條件示，因條件未發生，故撕毀也不觸法。
 
吳宗明（45歲）今年1月16日下午，約會計師妻子王淑芬，在新北市三重區一家咖啡廳碰面，商討分配財產，藉稱重新查看雙方先前簽署的協議書、本票為由，卻拿走並跑入廁所，撕毀丟入馬桶沖水，王女僅撿回10多張2、3公分大的文件碎片。
 
開庭時，吳男律師指出，5億元本票兌現條件是吳男與其他女性有曖昧時，王女才能向銀行提示本票兌現。承審法官建議吳男再開出同面額、同時間的本票與妻和解，王女律師則表示，王女也同意吳男若重開本票，就撤回告訴，並沒有一定要吳男接受法律的制裁。
 
法官決定讓雙方試談和解，訂10月23日上午再次開庭。吳宗明今身穿黑色亞曼尼（ARMANI）Ｔ恤，以及藍色牛仔褲出庭，對於記者提問都不發一語。
