宜蘭地院調閱林女手機通聯記錄，發現林女入住汽車旅館途中頻頻與吳姓男友通話，汽車旅館員工也證稱林女入住時眼睛是睜開的，並無醉倒情形，據此認定林女當時並無泥醉情況，2人發生性關係係妳情我願，判賴男無罪。

天兔襲台，雖說多一分準備，少一分損失。但大環境的治水策略不彰，仍不免令人事倍功半，寢食難安。

猶記得康芮水災，李鴻源曾答稱，再抽地下水，不要說六百億治水，就是六千億還是會淹；馬英九則要地方自行負責。這些天龍國語錄，真不知人間疾苦。不禁要問，河川為什麼不清淤？

中央不思解決，只顧集錢集權，且財政劃分不當，致使北市財政多到富可救貧，而地方則窮到只能窮哭。老實說，中央陷害地方莫此為甚，更不知中央下鄉勘災，是來解決問題，還是來氣死地方？

根據紀錄，十年來雲林部分地方已下陷約一公尺，是最嚴重的下陷區域。但下陷問題，不能僅怪無辜農民抽取淺層地下水灌溉，實則是百年前的虎尾溪流域行經整個地方，百年來早已開發乾涸，未能有效涵養水分；近期復加濁水溪水被麥寮六輕從集集攔河堰截走等因素，導致地層下陷更加嚴重。

我們深怕，中央對水患問題認知偏差，若不能有效掌握解決治水的難題，恐更將惡化淹水的深度與廣度。

國民黨將在九月廿九日舉行全代會，多個民間團體在同一天發起抗議活動，號召民眾身穿黑衣、白褲，組成大是大非的「黑衫軍」，分別在國父紀念館與凱道向馬政府表達不滿。

國民黨全代會將在國父紀念館舉行。「全國關廠工人連線」發起「九二九包圍馬英九」活動，號召萬人當天穿黑衣，繞行國父紀念館，以表達不滿。

另外，資深媒體人葛樹人、資深藝人郭美珠和紅衫軍前副總指揮莊嚴等人，也組成「九二九罵英九怒火聯盟」。他們昨天公布活動流程，並高呼嗆馬口號，希望馬英九總統「知所進退」。

怒火聯盟表示，「不挺金平挺公平、不要朕意要正義」，並對馬英九及馬政府提出「辭黨主席，融合全民」、「九趴總統，謙卑認錯」、「廢特偵組，陽光司法」、「修罷免法，人民最大」等四大訴求。

葛樹人說，很多人質疑活動是玩真的還假的？「我們是玩真的，而且玩得非常的真！」他呼籲全民不分政黨、族群、宗教、職業，一同穿黑衫上街嗆馬，「台灣需要向上的力量」。

主辦單位表示，晚會活動不會有政治人物或名人，時間留給每個想上台的公民，每人有一分鐘說出內心話；請民眾身穿黑上衣、白色或淺色褲子，象徵「大是大非」、「是非分明」。

「黑衫軍」嗆馬，九月廿九日下午二時半在台北市仁愛路、安和路口集合；遊行隊伍將經敦化南路、忠孝東路、新生南路、仁愛路，最後抵達凱達格蘭大道會場。

巴西8月增逾12萬工作機會

（中央社記者唐雅陵聖保羅2013年9月20日專電）巴西勞動部今天公布數據指出，8月份全國新增12萬7648個工作機會，較前1個月成長0.32%。

勞動部就業暨失業登記資料指出，8月份就業機會較2012年同期成長26.46%；今年累積至8月就業成長2.72%，較去年底時增加107萬個工作機會。

調查顯示，就業成長最迅速的行業依序是服務業，新增6萬4290個工作機會；商業增5萬70個工作機會；轉型工業增1萬1347個工作機會；建設業增1萬1165個工作機會。

就業衰退最嚴重的是農業，減少1萬2092個工作機會；其次是公益服務業，減少448個工作機會。

勞動部調查的9大都會地區，8月份整體就業呈現0.24%的成長率，其中聖保羅就業成長0.31%，增加3萬9500個工作機會；北部貝倫（Belem）是唯一呈現就業衰退的城市。

2011年元月至2013年8月，巴西約產生460萬個工作機會，就業成長10.54%。

庫克在推特上貼文說：「我今天去了加州帕洛阿爾托的蘋果零售店。看到這麼多客人欣喜的表情，提醒我們奮鬥的理由。」
 
庫克的自我介紹是蘋果公司CEO，且是來自加州「奧本大學美式足球校隊」以及「杜克大學籃球隊」的粉絲。
 
儘管庫克加入推特不過數小時，但累積的追隨者已破10萬人。

葉匡時：台應持續參與ICAO

（中央社記者廖漢原華盛頓2013年9月20日專電）交通部長葉匡時在最新一期美國「航太週刊」發表專文指出，台灣參與國際民航組織（ICAO）大會只是有意義參與的開始，台灣專家及官員應持續參與各項會議和活動。

葉匡時在台灣即將出席ICAO大會之際，於專業雜誌「航太週刊」（Aviation Week）發表專文表示，台灣重申遵守ICAO各項標準的承諾，並期盼能進一步有意義參與相關會議、機制與各種活動。

葉匡時指出，40多年來台灣缺乏與ICAO直接聯繫，交通部民航局必須特別努力，才能獲知飛航安全及安檢標準最新規範。儘管台灣在維持系統資料更新有絕佳紀錄，但須付出昂貴代價及歷經冗長過程。

他在文中強調，台灣參加ICAO大會，不但可近距離觀察及瞭解會員國討論各項航空議題，同時也可對全球航空運輸安全、便利與效率做出貢獻。

葉匡時分析，台灣對繁複的「空中交通通訊、導航及監視管理」系統，投入大量人力物力，找到解決問題方法。2011年起，成為第1個啟用的亞洲國家，台灣發展及操作系統的知識經驗，可提供他國參考。

葉匡時認為，台灣參與第38屆大會只是有意義參與ICAO的開始，也是達成全球飛安無縫目標的重要一步。而更有建設性的作法，是讓台灣專家及官員持續參與ICAO各項會議和活動。

他認為，如果台灣可參與制定「標準及建議措施」（SARPs），定能讓台灣飛安與保安規定，快速並全面與國際標準接軌。

縣府工務處說明爭設經過時指出，國民運動中心距離中山高竹北交流道很近，到高鐵新竹站也在10分鐘內，場內將設游泳池、羽球場、韻律教室、體適能中心、桌球室、綜合球場等運動空間等。

縣長邱鏡淳表示，國民運動中心地點距目前現有的新竹縣體育場、縣體育館、縣游泳館近，未來台大竹北校區也將撥出4公頃土地，供做足球場，台大也會開設運動傷害、治療、復健等相關研究，將會形成「體育運動聚落」。

縣府表示，「不會成蚊子館」，國民運動中心佔地1.6公頃，興建地上4層建築，游泳池考量規畫造浪池。體育署委員勘查時，建議未來將運動中心及游泳館合併招商，竹縣也考量預留空間供招商經營。

縣府表示，體委會盼都會區人口在超過15萬人時，設立國民運動中心，竹縣竹北到今年8月底，人口達15萬6千人，已達設置門檻。九月初，副縣長章仁香帶隊赴教育部體育署研商興建規畫進度，確定設置。

新竹縣曾在體委會調查中，獲全國最喜愛運動城市第一名，縣府爭取國民運動中心設立，盼提供縣民更好的運動場地和環境。

曾以編織工藝入選「台灣十大傑出街頭藝人」的王訓鋒，現在霧峰擔任基層公職。他無師自通創作剪紙，每逢元旦、國慶或中秋、農曆年，都負責布置會場。

王訓鋒說，50歲時登山，當時嚮導送隊員不起眼的打包帶編織蚱蜢，讓大家繫在帽緣方便辨識，他看到細緻編織很感動，開始自學、創作，到工業區找廠商棄置的打包帶，練習編織各式造型。

王訓鋒編織題材多元，常到山野觀察蟻窩、蝴蝶等小動物，還拍一堆照片揣摩，甚至捉大紅蟻回家養，被家人臭罵；也親自用細尺丈量蚱蜢的前、中腳的長度，「編織作品要按實體比例創作，才能栩栩如生」。

王訓鋒最滿意作品命名「延續生命」，花多年時間編織300多隻小螞蟻，在一顆天然樹瘤築巢；作品還有故事，描述蟻窩受外力衝擊，蟻群急忙搶救危巢，各有不同動作。

這個作品被他視為無價之寶，不捨割愛；王訓鋒說，文創生涯從此起步，希望透過作品與更多人分享街頭藝人故事。

美國旅遊訂票網站Priceline 18日盤中股價漲上1,001美元，成為標普500指數創立以來，首支突破1,000美元關卡的股票。

Priceline 18日股價收盤漲2.6%至995.09美元，19日早盤仍在接近1,000美元的價位附近徘徊。Priceline股價今年以來飆漲六成。

Priceline股價過去也曾逼近1,000美元大關。美國網路泡沫化時期，該公司1999年4月股價經除權調整後，最高漲至974.25美元，但之後數年一路崩跌，2002年10月更跌破每股7美元。

標普道瓊指數資深指數分析師希爾瓦布拉特表示，Priceline達到的里程碑反映市場整體漲勢。他說：「股價平均而言將持續走高。」

截至18日，標普500指數有136檔股票每股價格超過75美元，高於2012年底的92檔及2003年的48檔。標普500指數平均每股股價為71美元，勝過2012年底的58.73美元及2003年的43.45美元。

希爾瓦布拉特指出，由於較新創立的公司普遍較能接受高股票價位，認為不需時常除權，因此Priceline股價比其他公司更有能力突破1,000美元大關。他表示，一些數十年前進行多次除權的公司，若未除權則可能比Priceline更早突破千元關卡。
