印度企業團體30日警告，下議院29日通過的土地改革法案可能危及投資，使已陷於遲緩的經濟雪上加霜。

這項備受爭議的土地收購法案，強調在開發時給予擁有土地的農民較公平的補償，將取代在英國殖民時代制訂、已有119年歷史的舊法律。

但企業團體警告，該法案將大幅推升投資計畫的成本，導致製造業、基礎設施和住宅營建的投資延遲，使已經減緩至十年來最慢速度的經濟成長遭受進一步打擊。

新法案必須再獲上議院通過，並由總統簽署實施。法案中規定，農村地區的地主必須獲得最高達土地市價四倍的支付，都市地區地主則可獲得兩倍市價的支付。法案也規定，必須補償和安置因房地產收購而流離失所的人。

印度聯合商工會秘書長拉華特指出，新法案另一項要求是，須取得80%土地擁有人的同意才能進行收購，這將使收購「變得十分困難，近乎不可能」。

土地收購在印度是敏感的政治問題，為工業計畫而掠奪土地已引發農民、村落與國家當局的激烈衝突。部分重大投資計畫因土地收購問題而延擱數年，包括南韓鋼鐵廠浦項（POSCO）在東印度的120億美元建廠計畫。

印度財長戚丹巴南29日駁斥外界批評說，執政國大黨推動土地改革，並非為了在明年大選前爭取農村選票。

宏達電控稱，簡志霖等人明知NEW HTC ONE機殼是自己的設計團隊設計，卻勾結「威信電通科技」，佯稱是委託威信設計，由威信出具假發票，交給簡志霖等人向宏達電請款，廠商領走設計費後，再將現金分次交給簡志霖3人，估計3人自5月至7月共詐領1000多萬元設計費。

康芮颱風過境，中南部豪雨成災，民進黨團今天舉行記者會要求中央政府應編列足夠的治水預算。民進黨立法院黨團幹事長高志鵬表示，國民黨執政後治水預算一年編得比一年少，為避免水患再發生，政府不應再阻擋、消極不編列治水預算，他也呼籲經濟部應收回已送到立院的預算，至少編列一年100億治水預算。

民進黨立法院黨團書記長吳秉叡說，民進黨執政時編列許多治水預算，但明年中央政府編列的治水預算，水利署僅14億多，內政部營建署2億多，農委會5億多元，加總只有23億元。

康芮颱風引發中央和地方互槓，民進黨陣營把矛頭指向治水預算，要求經濟部編足、一次到位，還指稱內政部長李鴻源是打手。李鴻源上午呼籲「不要模糊焦點」。他說，自己身為災防中心指揮官，已經多次指示南部地區成立二級以上災防應變中心，但地方政府沒有即時成立，進行預防性撤離，看在中央眼中，南部地區淹水淹成這樣，地方政府處理得荒腔走板，心中其實很嘔。

李鴻源強調，他今天跳出來，是因為災防中心指揮官的身分，而非內政部長，對於治水預算要怎麼編列，他沒有意見，那是經濟部的職責，兩件事情不要混為一談。他身為災防中心的指揮官，負責統籌全國各地的氣象資料和救災資源分配，希望能將災情減到最低，不要造成人命傷亡，過去賀伯颱風災情慘重，有多少公務員被法辦，他是依法行政。 他更說，如果有人命傷亡，檢調就會介入調查，他會把行政部分的公文簽出去，讓相關單位調查地方政府在颱風應變時的作為是否合理合法。

農委會主委陳保基今天上午也說，雨下太大是這次淹水釀災的主因，若可以事前清淤，可以減少農民損失及災害發生。他更拿出公文證明，5月21日，農委會即發文給桃園、雲林、屏東三縣政府，要求應盡快清淤，其中特別是雲林縣，公文中還附上地點照片，說明雲林西螺二崙地區排水系統淤積嚴重，應盡速清理，但「都沒人理」。

蘇芮颱風甩雨，南部災情嚴重，地方首長槓上中央，民進黨立委今更批評，明年度治水預算僅1億，根本杯水車薪。對此，水利署回應，全台縣管河川是由地方政府負責，應從統籌分配款支出；2006年水利署編列8年800億特別預算，是中央政府去貸款支應，不該形成常態，更指1億元是子虛烏有。

水利署發言人田巧玲指出，全省僅29條跨縣市的河川由中央負責治水規劃，大部分的淹水地區水患治理是由地方政府負責。她說，精省後，中央給予地方的統籌款，由地方政府自行分配，不料8年前發現，地方政府把錢用在治水少之又少，全台淹水潛勢多達1000多平方公里，才有「易淹水地區水患治理特別條例」，由水利署、農委會、營建署共貸款1160 億，花8年時間協助地方處理水患。

【綜合報導】台中市警局昨晨執行大規模夜店緝毒，首度出動8隻緝毒犬支援，不過4小時內、鎖定10處青少年聚集的PUB、KTV臨檢，最後卻無功而返，引發議員質疑警方藉狗作秀。

昨凌晨零時，台中警方出動上百名警員、10多輛巡邏車與3輛海關箱型車，聲勢浩大前往台灣大道上的銀櫃KTV，警方引導緝毒犬進入包廂，對沙發縫隙及廁所夾層嗅聞，接著請顧客集中在包廂螢幕前，由緝毒犬嗅聞身體、衣鞋及隨身包包。客人第一次遇到緝毒犬盤查，有人直呼「好可愛喔！」也有女生不安地說：「我怕狗，可以快一點嗎！」警方隨後到夜店，店內年輕男女看到大陣仗臨檢，不耐煩抱怨：「真掃興！」警方表示，毒蟲往往在臨檢時將毒品藏在沙發縫隙或廁所夾層，但在公共空間搜索耗時又費力，也擔心引起店家及民眾反感，才希望借重緝毒犬的敏銳嗅覺緝毒。
