摘要：歷經一個月，行政院長江宜樺終於能夠上台報告，進行總質詢在野杯葛議事次數不勝枚舉，幾乎每個會期都會上演一次，原本用來減緩衝突增進議事效率的朝野協商，不但無法發揮作用原先的制度設計，更屢遭挑戰，甚至有密室政治的嫌疑，朝野溝通管道不再順暢，國會改革迫在眉睫。
