外勞人數不斷創新高，截至上月，在台外勞人數已飆逾四十七萬人，明年恐破五十萬大關，勞委會職訓局最近的製造業外勞聘雇查核結果顯示，有六六二家製造業違規超額聘雇外勞，勞團擔心本勞就業雪上加霜。

職訓局近期查核製造業聘雇外勞情況，抓到六百多家製造業者的外勞人數逾規定，其中有八十二家未限期改善，除依就業服務法開罰六到卅萬元罰鍰，近期會陸續廢止招募與聘雇許可，並發函要求雇主提報解雇外勞名冊。

依現行製造業外勞核配比率規定，採「三Ｋ五級制」，可聘用百分之十、十五、廿、廿五或卅五的外勞，但為保護本勞就業，雇主須先聘滿本勞人數後，才能聘外勞。例如，某製造業員工需求一千人，外勞核配比率是百分之廿五，須先聘滿七五○名本勞，才能聘用二五○名外勞。

不過，勞團批評，不少雇主只想省成本，還沒聘滿本勞就違法先聘雇外勞，黑數恐怕更多。

職訓局強調，這次共查核兩萬三千多家製造業，違規率不到百分之三，已比過去少。業者則抱怨缺工嚴重，盼政府放寬核配本外勞比。
