【蔡進男／基隆報導】涉及鉅額詐保案許文同，今天晚上移送基隆地檢署複訊，其次子許權儀也依檢察官指示，晚上到地檢署報到，檢方連夜偵訊後，認為許文同坦承詐保，自願返台，他的3名子女也都已自首，無串證逃亡之虞，經過約2小時訊問後，諭令許文同限制住居，限制出境、出海處分。

許文同與兒子一同走出地檢署，記者詢問許文同對檢方此處分有什麼看法時，許低調說，沒有什麼看法，已經認罪了，記者再問，今後去那裡，許回說，無處可去，父子兩手拉手快步走出地檢署，兒子數度鞠躬致意，上車前說，會去探望阿嬤，兩人搭乘計程車迅速離去。

【方翊倩／綜合報導】大統長基公司員工又爆料指出，大統油品退貨回收數量疑有以少報多，企圖把賠付給消費者的退貨款灌水，從中再把錢放回自己的口袋。

今日出版的《蘋果》報導，大統員工爆料，高振利因名下資產都被凍結，企圖虛報回收油品數量，把賠給消費者的退貨款項灌水，再將錢放回自己口袋，甚至帶錢落跑。衛生局表示，目前油品退貨、回收還在進行中，大統公司是否有虛報，將等回收工作告一段落再清查，若有不法立即報請檢方調查。另外，國稅局已派10名稅務員，配合檢方追查大統公司「內帳」有無逃漏稅，如有申報不實，將可回溯追查至7年前的稅務資料。

前副總連戰女兒連惠心出資、代言的「威力纖Plus」，日前被衛生福利部驗出含禁藥Cetilistat成分，連惠心本人除對外公開道歉外，也提到自己也吃了5年；衛福部食品藥物管理署今晚表示，迄未接獲有民眾服用該禁藥出現不良反應的通報案例。

食藥署官員表示，國內尚未核發Cetilistat上市許可證，但它和另一款合法上市的減肥藥「羅氏鮮」的藥理作用類似，可推斷其最大的副作用是排出油便，應不致對身體有太大傷害。

國道警方調查，楊姓婦人駕駛的小貨車昨天上午10點多行經中山高頭份南下路段中線車道，疑因左後輪爆胎，小貨車搖搖晃晃往右切，失控側翻，載運的冷氣、腳踏車等物品散落車道，後方車輛忙著閃躲，吳姓司機駕駛的大客車煞車不及，擦撞小貨車。

國道警方封鎖中、外線車道處理，小貨車車頭凹陷、擋風玻璃破裂，貨物散落路面，花費近半小時才排除恢復通行，但後方車陣已回堵約2公里。

「根本來不及煞車！」大客車吳姓司機說，小貨車爆胎到翻車只有幾秒鐘時間。

針對昨日台大經濟系鄭秀玲教授「馬團隊的服貿煙幕彈」一文，我們認為有必要把鄭教授的一些誤解加以說明。

首先，鄭教授認為兩岸開放的項目及內容不平等。事實上，正如中經院ＷＴＯ中心副執行長李淳說的，在絕大多數我方開放給陸方而在文本中沒有載明陸方開放給我方的項目，其實陸方早在二○○一年加入ＷＴＯ時已對全球開放，而且也開放給我們。比方說，大家關心的美容美髮業，我們的自然美、小林髮廊與曼都等在大陸都已有非常多連鎖店在成功的經營；在餐飲業方面，例如85℃及兩岸咖啡在大陸很成功；在洗衣業方面，我們的象王洗衣及泰利洗衣在大陸也都已有很多連鎖店在經營。

鄭教授質疑說，這些項目既已開放，為什麼不寫進去？問題是，在協商過程中，很多項目都必須一項項討論，而且雙方開放的項目不可能相差太多。陸方開放給我方八十項，我方給大陸六十四項，陸方給我方的項目已經超出很多，如果我們還要把陸方已經開放的項目寫入，大陸也會因此對我們要求更多的開放以求平衡。我們為了把這些已開放的項目放入文本中，而必須再開放更多的項目，這樣值得嗎？

其實關於兩岸開放的項目、投資比例及開放地區是否公平，應從整體的開放結果來看才最客觀，因為開放過程中總會有一些要價與出價，而雙方會各依自己國內情況來決定是否要開放某一項。只拿單一項目來一一比較，其實是不公平而且不必要的。比較客觀的方式，是把這些開放項目轉換成「約當關稅」概念來比較。依中經院估計，在服貿協議中，陸方服貿產業給我方開放的約當關稅由開放前的十九‧四三％減少到一○‧七一％；而我方給大陸的約當關稅由開放前的二三‧四五％下降到二○‧五九％。大陸對我方開放幅度遠超過我方開放程度，為什麼還要說雙方的開放不對等呢？

最後，鄭教授質疑為什麼要先簽服貿協議，而不先簽貨貿協議或爭端解決機制協議。其實，在ＥＣＦＡ的架構協議下，有投保、服貿、貨貿及爭端解決機制等四個協議要簽署。這四個協議的性質各不相同，過去是分別而獨立進行協商的，那一個先完成協商就可以先簽署。去年八月簽署了投保協議，今年六月簽署了服貿協議；而貨貿協議內容包括約八千項產品要討論，需要較久時間。不過，原先雙方預訂時程是在今年底以前完成簽署最後兩個協議，三個協議完成的時間非常接近，簽署的先後並不會造成什麼不利的影響，實在不必過慮。

亞洲女籃錦標賽昨天在泰國曼谷點燃戰火，中華隊首戰以85：57輕取實力有段差距的印度隊，取得賽事開門紅。

中華隊所屬的第1級共有6隊，單循環後決定4強，台北時間今天晚上9點將和日本隊搶2連勝（衛視體育台直播）。

上屆長崎亞錦賽，中華隊預賽、季軍賽兩度遭遇日本，都以27分差距落敗；上月東亞運兩隊再交手，中華隊以6分勝出，總算中斷對日連敗紀錄。

女籃亞錦賽自1986年起就由中華、大陸、日本和南韓壟斷4強，今天對日等於就是「4強前哨戰」。

中華隊在東亞運後小幅更換成員，由老經驗的鄭慧芸、劉君儀和陳萓峰加入陣中，今天將是第1場考驗。

昨天首戰中華隊拿印度隊練兵，首節就取得27：10領先，半場差距再拉開到21分，終場就以28分獲勝。

勝分雖然多，中華隊總教練洪玲瑤卻對球員首戰表現不甚滿意，「我們的防守太可怕了。」她表示第1場比賽，球員還在適應，「我們會表現的比看起來更好的。」

首戰中華隊全員平均上陣、共10人有分數進帳，替補上陣的吳宜庭攻下18分，黃英利和劉君儀各攻下13分，林紀妏也有10分進帳。
