爭取民權 仍需努力（葉柏毅報導）

今年是美國著名黑人民權領袖「金恩博士」發表知名演說「我有一個夢」的五十週年。五十年前，金恩博士在華府「林肯紀念堂」前，為了爭取黑人民權，發表了震聾啟瞶的演說「我有一個夢」。金恩博士在這次演講中，不斷重複地使用的「I have a dream」這個詞，極力反覆地強調，他多麼希望，美國有一天，能夠落實「完全的黑白平等」。而這次演說，也促使美國國會在一九六四年通過了「民權法案」，宣布所有的種族隔離與歧視政策，是非法政策。

現在年輕一代的台灣人，對美國所知不多，或者隱約瞭解美國還是存在有種族問題，但可能完全無法想像，美國一直到進入二十世紀，還存在有嚴重的種族隔離政策。論到首次真正能撼動美國種族隔離政策的事件，並且帶動金恩博士開始爭取黑人民權，應該要追溯到一九五五年的「蒙哥馬利罷乘運動」。這起事件的時代背景是：在那個時候的美國，有些州有法律規定，黑人與白人在公共汽車上，是不能混著坐的，必須分開坐，這就是所謂的「黑白分座」。不過在一九五五年的十二月一號，在美國阿拉巴馬州的「蒙哥馬利市」，一位叫「羅莎．帕克斯」的婦女，因為坐在白人座位上，又拒絕讓座給白人，所以被視為違反「黑白分座法」而遭到逮捕。羅莎帕克斯被逮捕，終於引爆了美國黑人長期以來，一直遭到不平等待遇，甚至形諸法律壓迫的怒火。在羅莎帕克斯被逮捕之後，同樣身為黑人的金恩博士，決定出面，聲援帕克斯，並且在蒙哥馬利市，全面組織「抵制公車運動」，號召黑人「不要再與邪惡的法令規章制度合作，不要再給歧視黑人的汽車公司，以經濟上的支持」。由羅莎帕克斯引發，而由金恩博士聲援的這項爭取黑人民權運動，當時在美國引發了極大的響應，一方面是由於當時黑人族群其實是公車的主要收入來源，黑人拒搭公車，當然給公車公司帶來極大的經營壓力；二方面也是由於這是美國進入二十世紀之後，首次大規模的黑人爭取民權運動，並且由金恩博士帶領，走向華府，最終登上了林肯紀念堂，發表了這篇著名的「我有一個夢」演說。雖然，美國現在當然還有種族問題，但是已經沒有人敢公然把種族問題，搬上檯面來說，更怕被冠上所謂「種族主義者」之名；這不得不說，美國在處理種族問題上，雖然不盡令人滿意，但仍然有所進步；在今年，美國種族問題之所以還會被提出來探討的原因，一方面固然是「我有一個夢」這場知名演說的五十週年紀念，另一方面也是因為今年佛州黑人少年「馬丁」被槍殺，但槍殺他的拉丁裔警衛，被陪審團認定無罪，而在美國又掀起了種族爭議風波。儘管如此，這次的示威，論起規模與強度，與同樣因種族而引發的一九九二年洛城暴動相比，已經輕微與理性許多，這也象徵美國的民權之路，雖然還是漫長，但總算有所進步。

從美國黑人爭取民權的這一段漫漫長路，能夠帶給我們什麼啟示，我們又能從金恩博士的身行言教當中，學習到什麼呢？其實這樣的歷程，正能夠暗合到國父孫中山先生在民權主義中所提倡的「革命民權」之說。所謂的「革命民權」，是用來替代所謂的「天賦人權」的。因為歷史事實已經證明，人民的權利，不是天上掉下來的，而是必須要自己去爭取的。因為不管是從專制政權的經驗，或是像民主政體如美國的經驗，都已經告訴我們，當權者與既得利益者可以運用任何的方式，或是壓制，或是制訂法律，來遂行社會壓迫，以達到榨取資源，維護既有利益，或是打壓不同意見等各種目的。美國當初為了維護白人利益，甚至還訂定了特別法律，這樣的法律，難道不是惡法嗎？而羅莎帕克斯在那樣的年代，一來身為女人，二來身為黑人，她的身份在當時的美國社會，等於是雙重的弱勢，但是她敢於挺身反抗不義，這該要有多大的勇氣？也難怪這樣的勇氣，鼓勵了金恩博士，感動了多數良知仍然未泯的美國人。革命民權的經驗，國父已經如此地告訴我們，從美國黑人爭取民權的歷程當中也已經證實了：民權是人民自己爭取得來的，而不是天生就有的，更別想要靠當權者大發慈悲來給予。國父當年曾經說過：各國政府已逐漸趨向於社會干涉主義，但在適當干涉中，還能夠保持民主自由的制度，便有賴於革命民權的實踐。這樣的說法，目前仍然適用。國父的說法正在於提醒我們，政府未必能夠完全照顧到最大多數人民的利益，抑或是政府有權錢掛鉤的可能；如果政府不但不能維護最大多數民眾的利益，還反過來侵害民眾利益的時候，便有賴於民眾的自覺，一方面維護自身的權益，一方面也提醒政府它該做什麼。這樣簡單卻深刻的道理，號稱基於三民主義精神立國的中華民國政府，焉能須臾或忘？當今研讀政治或法律出身的政府領袖，應當深自反省，對於國父遺教、憲法規條，是否有踐行履及吧！

陳德銘：服貿未過延宕後續協議

大陸海協會長陳德銘今天在接見電電公會理事長郭台強等人時表示，在服貿協議尚未通過下，台灣方面目前無力顧及貨貿協議的進展，這將導致ECFA的後續協議受到嚴重延宕。

另據了解，若兩岸兩會取得共識，且行程安排順利，陳德銘有機會於10月來台訪問。

電電公會副秘書長羅懷家向中央社記者轉述，陳德銘還表示，服貿協議是對台灣有利的協議，如果遲未通過，台灣可能會被邊緣化。

羅懷家指出，陳德銘向電電公會表示，眼見兩岸簽署服貿協議，香港與澳門也先後向大陸要求比照，並提出希望大陸開放的相關優惠和條件。明年1月起，大陸對港澳服務業可望進一步放寬，具體內容應會比照服貿協議。屆時，台灣就沒有拖延的本錢。

羅懷家說，陳德銘向電電公會表示，自己很關心服貿協議在台灣的進展，並強調服貿協議完全符合世界服務業和智慧財產權標準，也在世貿組織（WTO）的架構下進行。

陳德銘並強調，若台灣無法進入大陸這個全球服務業的主要市場，當各國因此而得利時，台灣相對就會「脫離」大陸這塊市場，對台灣不利。

另外，羅懷家轉述，北京市政府官員下午接待郭台強一行人時表示，由於北京市正大力整頓空氣污染，未來將向台資企業採購電動車電池及相關零組件，長期目標是鼓勵生產節能車輛的台商到北京設廠生產電動車。

曾雅妮末輪崩盤 第九名作收

帶著3桿領先進入最後一輪，曾雅妮卻在此時崩盤，繳出爆桿的78桿（+6），跌出了爭冠行列，最後以276桿（-12）取得並列第九。

2012年納貝斯克錦標賽後，曾雅妮就再未以領先者身份進入第四輪，當時她拿下第三，這一回再度領先，卻於最後一輪爆桿，最後由同組出發的好友Suzann Pettersen奪冠。

開賽來到第二洞，曾雅妮就發生雙柏忌，跟著連續兩個柏忌，成績掉到-14，後頭雖然抓下2隻小鳥，但於第九洞再吞柏忌，以-15結束前9洞。

來到後9洞，曾雅妮未再進帳小鳥，但爆桿情況未能解決，又吞下了3個柏忌，總桿數增到-12，最後以單輪78桿作收，今年賽季第三場比賽打進前十。

Pettersen當時第二洞也吞下雙柏忌，落後曾雅妮3桿，但後面7洞抓下5隻小鳥，前9洞結束成績來到-18，跟著後9洞又進帳3鳥、1柏忌，單輪67桿（-5），總桿數268桿（-20）奪下冠軍。

Stacy Lewis 前9洞抓下3隻小鳥，落後Pettersen1桿，但後9洞只在第十五洞捕鳥，無力追趕下以單輪68桿（-4），總桿數270桿（-18）名列第二。

8/28 板橋民族路中華入手 infocus in610 雪精靈 把玩到現在相當滿意，朋友聚會的時候，6.1吋IPS螢幕拿出來， 瞬間其他人的螢幕都變好迷你! 馬上引起熱烈討論的話題! 這支手機放牛仔褲口袋其實ok，就剛剛好一個口袋大小空間。 (本來放手機那個口袋，就不會另外在塞些其他的。) 在使用google map的時候，彷彿拿了一本旅遊導覽地圖來看，爽度大加分! 電池電量方面使用到現在很正常， 純待機，偶爾使用上網的話，約一小時多耗2%電力， 三不五時玩line釣魚大師，一天半才需要充一次電力， 玩遊戲不用找插座的感覺讓人很滿意。 (補充：手機拿到手立即可進行8/28的版本更新， 其中重要的更新是電池方面的設定! ) 2A充電真的迅速，剩10%電力的時候，充不到兩小時就到90%了，讓我嚇一跳，好快! 在充電時候，我有摸插頭，會蠻燙手的，充飽電以後，連微溫都不覺得了。 原本想說搭配大省方案333+583的手機，照相方面就不強求了，800萬像素相機很夠用了， 像素太高拍出來的照片檔案很大，反而很佔空間， 出乎意料的，還蠻滿意照相出來的品質，上官網看過以後才發現， 原來鏡頭和鏡片的規格蠻優秀的， 藍寶石鏡片，嗯，蠻不錯的! 連續LINE釣魚遊戲兩小時以後，機身沒有發燙，這點也蠻讓人訝異的， 目前也沒有發生過當機的情形。 使用到現在的心得： 如果沒有買各廠牌機皇預算的話，infocus in610 CP值真的超乎所值， 我辦大省333方案是4890元，使用583月租，可以在折扣1300元， 加上老客戶優惠購機，便宜500元， 辦到好 in610 才3090元，第一年每個月月租費607元， 怎麼比辦手機之前的月租費還便宜!? http://ppt.cc/teYz 有興趣的可以去看 in610 雪精靈 規格和介紹 官方FB說 9/1 開始可以到神腦預訂in610配件，如果有網友已經拿到，可以po開箱文嗎， 好想看! 　　　　　　　　　　 -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 118.167.17.115

【綜合報導】美國田納西州43歲女子布拉克（Christie Black）上周涉嫌偷取男友的5000美元（約15萬台幣）現金，為隱藏罪證，竟把鈔票塞進肛門。男友再三質問錢的下落時，她才承認已塞進肛門。
 
《紐約每日新聞》報導，布拉克向男友表示，因為擔心被他趕走，無處容身，才偷了那筆錢來找地方棲宿。布拉克被揭發後，試圖用鉗子把錢弄出來，不但不成功，還導致嚴重出血，送醫救治。醫生將鈔票取出後，由警察帶走，作呈堂證供之用。
