【綜合報導】國道計程收費年底上路，但當上路的那一天，也是近千名國道收費員失業的開始。

據今天出刊《時報周刊》報導，高公局及遠通原本說好安置計畫，只是「幫忙」投履歷，其他的都不管，而且每天「限投」3份履歷，許多收費員離職到市場擺攤。竹田收費站的鄭姓收費員，更是壓力大到選擇結束生命，同事透露，小鄭是家中經濟支柱，每次站上臨時要加班，他總是第一個跳出來。這兩年都有通過郵局考試的第一關，想轉去當郵差，但體能階段被刷下來，可能因為這樣才想不開。

立委蔡其昌批評，遠通應保障收費員的就業，不容許玩文字遊戲，交通部應硬起來，捍衛收費員的工作權。

【綜合報導】美國一名前高中老師、54歲男子朗伯德(Stacey Dean Rambold)涉嫌在2008年性侵一名14歲女學生莫拉蕾絲(Cherice Morales)，而莫拉蕾絲在2010年自殺身亡，但本周一法官判決該案，竟判決朗伯德坐牢僅30天，引發全美民眾公憤。

當地媒體報導指出，朗伯德至少性侵莫拉蕾絲達3次，原本他的罪行應該被判處15年有期徒刑，但法官鮑夫(Todd Baugh)卻在本周一的宣判庭，判朗伯德坐牢30天，莫拉蕾絲的母親聽到判決後，當庭大罵法官「人渣」後憤而離席，鮑夫現在也因此成為全民公敵。

鮑夫昨日向媒體說：「我真的是笨蛋，我做錯了。」他向社會大眾表達歉意，但目前已經有1萬人連署要求鮑夫辭職。

專家指出，格陵蘭冰層在400萬年前形成之前，這個巨型峽谷可能是內陸至沿岸地區水流的主要路徑，長度大約800公里，深度約有800公尺。

新北市致力提升水岸都市環境，昨天新北市都市設計審議委員會針對板橋江翠北側地區自辦市地重劃，通過都市設計審議原則案，該地區未來建築間須拉開棟距，道路須與河道垂直，預估環境風對流將增加二到三成，改善都市熱島效應。

新北市城鄉發展局都市設計科長陳智仁表示，過去許多沿著河岸開發的都市計畫，建築造型矮胖又密集，有如一道圍牆，擋住河岸吹往陸地的風，現今都市設計和建築開發應考量提升都市氣候環境，此次新北市參考國際水岸城市發展，針對風環境提出管制。

新北市都市設計審議委員會昨天通過「板橋江翠北側地區都市計畫審議原則」，將把板橋江翠北側地區設為風環境管制的示範點，未來開發時須拉大建築物間的棟距，立面淨寬度須低於基地平均寬度的7成。

此外都市計畫道路須與河岸垂直，路旁的建築物須再退縮4公尺，並栽種喬木綠化，讓道路變成自然風流通的管道，預估環境通風的效果將提升2到3倍。

陳智仁表示，板橋江翠北側地區自辦市地重劃的面積共117公頃，目前正在進行公設工程，預計半年內可取得建照開發，開發完成後城鄉局也規畫進行環境風場測試，將成果數據化，未來將風環境管制變為都市設計準則，改善都市的環境通風。
