【簡嘉宏／綜合外電報導】為了因應北韓的核彈威脅以及中國針對釣魚台爭端可能引發的衝突，日本《讀賣新聞》昨報導，安倍政府計畫打造2艘搭載最新攔截飛彈系統的神盾級（Aegis）驅逐艦，讓日本海上自衛隊的的神盾艦增為8艘。

日本海上自衛隊的神盾艦隊主要負責彈道飛彈防禦，其中4艘已搭載「標準3型」（SM-3）防空飛彈。另外現有2艘與新建的2艘神盾艦都將搭載美日共同研發中的新型「標準3型」防空飛彈（SM-3 Block 2A），新型的SM-3具有射程更遠與命中率更高的優勢，預計2017年研發完成。

日本若能在西南海域成功部署載有強大雷達系統的神盾艦，不但足以反制中國的彈道飛彈威脅，更能提升監視與偵察中國戰機與巡洋艦的能力。

【陳培煌╱台北報導】即將返台接任國防部副部長的駐印尼代表夏立言，被媒體踢爆擁有中華民國籍的兒子還未當兵，夏立言今接受記者訪問時表示，「還在跟兒子溝通利弊得失，回來說不定是件好事。」他說，他早在第一時間就跟長官報告此事，長官希望他能圓滿解決，最好的情況就是讓他兒子可以回來盡國民應盡義務。

夏立言說，兒子從小就跟他東奔西跑，在國外念完書就在美國工作，他是希望兒子能履行國民應盡義務，因兒子在美國工作很多年了，需要一點時間溝通與做相關安排。不管是服兵役或當替代役，只要根據《兵役法》，當什麼都可以。

董氏：逾百萬女憂鬱 運動紓壓

（中央社記者龍瑞雲台北2013年11月6日電）董氏基金會調查發現，12.4%女性有明顯憂鬱，估全台約119萬名女性憂鬱困擾，來源主要是工作、家庭及經濟，有效紓壓是運動。

董氏基金會心理衛生組主任葉雅馨表示，今年6月針對2850名已婚及未婚女性進行的「全國女性憂鬱情緒與紓壓方式的調查報告」，報告顯示12.4%女性有明顯憂鬱情緒，推估全台約119萬名女性受憂鬱之苦需要尋求協助。

葉雅馨表示，女性情緒困擾前3大原因是工作、家庭互動、經濟問題；女性常採行的紓壓方式以「打掃、整理、做家事」為主，其次依序是「看電視、看電影」、「與人溝通」、「休息或睡覺」、「用手機等語言方式與人談談」，但是「運動」則排名第8名。

葉雅馨指出，許多與紓壓和憂鬱有關研究指出，定時定期運動超過6個月以上，或有運動習慣者的憂鬱情緒低於沒有運動或很少運動。

董氏基金會提醒女性，世界衛生組織曾有報告指出全球女性憂鬱症患者是男性的2倍，釋放情緒最好方式是運動，最近與全台450家屈臣氏合作，提供女性情緒健康評估手冊，並在11月10日舉辦「解開心鎖轉動快樂的單車活動」。

【綜合報導】假油風暴越演越烈，最新一期《壹週刊》報導，頂新味全與福懋從6年前就開始向大統購買含銅葉綠素的低價油，混摻到自家油品，再高價出售牟取暴利，估計已有千萬桶毒油流入市面。
 
檢調日前在頂新味全工廠查獲1萬6千多桶黑心油品，6年來共向大統購買230萬公斤，福懋廠房也被查獲進2萬桶，全部數量還在調查。而這2家廠房1周生產的量就高達近4萬桶，保守估計最近6年來，味全與福懋最少有千萬桶3公升裝的毒油賣到市面，過去幾年有買過味全、福懋的橄欖油、葡萄籽油的消費者都可能已經受害。
 
報導指出，銅葉綠素碰到高溫就會是出銅重金屬，長期累積在人體肝臟中，就會衍生肝臟疾病，業者使用銅葉綠素這麼久，但衛福部確未訂定檢驗辦法，嚴重失職。

　宏碁（2353）董事長王振堂昨晚閃電請辭，創辦人施振榮在記者會開始前緊急發布聲明稿。

　施振榮表示，由WinTel（Windows+Intel）主導的PC生態發展已近30年，而由蘋果主導的iPhone、iPad生態圈則在近年崛起，並成功啟動另一波科技業的典範轉移。

　在網際網路與雲端科技發展日漸成熟下，蘋果藉此結合APP開發者提供更符合消費者需求的新產品及新服務，成功打破WinTel壟斷局面，並啟動產業一連串翻天覆地大變革。

　施振榮指出，WinTel產業生態發展年年萎縮，展望未來也不樂觀。過去宏碁推動世紀變革，是在WinTel生態圈建立核心能力，包括研發產品及經營效率的世界級能力，但顯然面對大環境劇變，加上產業生態典範的轉移，過去所建立的核心能力已不足以因應變局。

　他說，過去三年來，公司經營團隊十分努力，也一直希望穩住營運狀況，同時改善過去的營缺失；然而因至今未能見到太大成效，JT（王振堂）幾經考量，決定負起責任，並向董事會請辭董事長與執行長職務，董事會為確保宏碁重整及轉型的平順推動，決定責成王振堂擔任董事長至明年6月本任期屆滿，執行長人選也決定由總經理翁建仁接任，明年元月1日生效。

　宏碁董事會已成立變革委員會，並邀請施振榮擔任召集人，另由宏碁共同創辦人黃少華擔任執行秘書，與公司經營團隊共同擬定變革願景、策略、執行方案等，共同推動各項變革。

　施振榮感性表示，在他退休後，個人生活重心已擴展到公益領域，並以「社會企業家」為職志；但他說，公司面臨重大變革，加上經營面臨難題，「董事會要我幫忙，我義不容辭」，還說「老驥伏櫪，提供推動變革轉型經驗」。

　他說，個人基於社會責任考量，以及宏碁永續經營及傳承，才擔下這份責任。

　施振榮強調，「變革是企業永續經營的常態」，未來扮演的角色，是以之前二度推動宏碁再造的經驗，來提供意見，他希望讓未來組織再次建立起「新宏碁文化」基因，並且一代一代傳承下去。

　他指出，雖然原有PC產業生態發展空間成長有限，但對於既有PC、平板電腦及智慧手機等業務，在結構性調整後，公司將持續推出更具競爭力的產品，穩住既有市場做為本業轉型，以及其他具潛力的新事業發展基礎。

　聲明稿最後提到，大環境變化快速，面對未來挑戰，宏碁除了要建立新核心能力外，也要有新思維來面對，以找到能重拾競爭力的新方向，再加以落實。

「光棍節」即將到來，阿里巴巴創辦人馬雲表示，今年估計單日營業額將突破人民幣300億元（約新台幣1,445億元），連大陸總理李克強都說，他創造了一個消費時點。

近來大陸正面臨轉型升級、擴大內需，大陸總理李克強日前在北京主持召開經濟形勢座談會時，大力贊許民營企業家馬雲等人。

據新華社報導，馬雲在會中發言時表示，馬上就到11月11日「光棍節」，淘寶網把這天打造成「中國消費者日」，最近四年，每到這天全部商家和商品都打低折扣，所以網購量激增。

馬雲說，去年11月11日淩晨的第一分鐘，就有1,000萬人次上線搶購，一天銷售額近人民幣200億元，今年估計突破人民幣300億元，因為擔心網路堵塞，淘寶正考慮適當控制網購量。

馬雲指出，雖然公司只有2,500名員工，但在淘寶網開店的公司數是900萬家，比較活躍有300多萬家店，至少帶動上千萬人就業，預計今年全年的銷售額占大陸整體社會消費品零售總額超過10%。

沃爾瑪（Wal-Mart）創造B2C（企業對消費者）模式，馬雲則希望在大陸創建一個新的C2B（消費者對企業）模式，即按需客製，這是製造業轉型提升的重要平台。

「大陸人民的勤勞智慧，是最大的潛在經濟成長率」，李克強說，看過淘寶店主和客戶的一段對話，半夜接到訂單，馬上就把貨送出去，這反映出大陸年輕人的創業者勤勞和創業不易。

看到阿里巴巴等企業發展，李克強表示贊同。他說，正處轉型升級的關鍵階段，要在必要和可能之間、在轉型升級與保持合理增長速度之間，找到一個「黃金平衡點」，使經濟發展處在合理區間，實現穩增長、調結構、促轉型。

李克強強調，對新經濟要重新認識、高度重視。新經濟不僅解放老的生產力，更主要是創造新生產力。大陸經濟要「爬坡過坎」，必須加快結構調整，大力培育新興增長點，這樣才能使大陸經濟提質增效、行穩致遠。
