（中央社記者江今葉紐約2013年8月11日專電）總統馬英九率團出訪友邦，當地時間11日首度過境美國紐約，專機在停機坪停妥後，美國在台協會主席薄瑞光、中華民國駐美代表金溥聰接機。

馬總統展開「賀誼專案」，率團前往南美洲友邦巴拉圭，參加巴國新任總統副總統就職典禮，並順訪海地、三聖（聖露西亞、聖文森、聖克里斯多福及尼維斯）等加勒比海友邦。

經過15小時的飛行，總統專機於美東時間11日下午5時抵達紐約甘迺迪機場；專機在專用停機坪停妥後，薄瑞光與金溥聰登上專機，與馬總統相互致意。

馬總統享有高規格過境禮遇，除美方出動外交安全局維安，紐約市警局也出動警車開道。

阿根廷住宅爆炸　增至17人死亡

阿根廷的住宅爆炸事故，救援人員再在瓦礫找到3具屍體，死亡人數增加到17人。4人仍然下落不明。

爆炸導致60多人受傷，13人仍然留醫。

事發在差不多一星期前，現場是阿根廷的羅薩里奧市，爆炸可能是氣體洩漏引起的。

總統：外交重要 若出問題補救不及

馬英九總統11日出訪5個中南美洲的邦交國，為期12天。馬總統表示，外交是政府非常重要的工作，台灣在許多國際場合需要友邦協助，且台灣也有國際援助義務；如果不重視外交，等到出問題時，就來不及補救。

馬英九總統「賀誼專案」11日啟程，預計將拜訪海地、巴拉圭、聖露西亞、聖文森及聖克里斯多福5個中南美邦交國。馬總統在飛機起飛30分鐘左右後發表機上談話，隨後並繞機向官員、媒體記者等相關人員握手致意。

馬總統接受媒體採訪時表示，出訪實際上有很多意義，常常跑、常常與友邦聯絡就會有感情，國際關係從某個角度看，相當大部分是人際關係，且「勤能補拙」；如果當8年總統，都不去友邦一趟，怎麼說都沒辦法交代。

不少在野黨人士認為現在國事如麻，馬總統應取消出訪。馬總統則回應，外交是政府非常重要的工作，台灣在許多國際場合需要友邦給予協助；而當台灣平均GDP已經超過2萬美元時，也有義務援助國際。馬總統認為，如果不重視外交，等問題發生時，就來不及補救。他說：『(原音)所以我覺得多重的意義，國內如果要講說，只有國內重要，外交不重要，等到問題發生的時候，真的是補救都來不及。』

馬總統這次出訪首次過境紐約，將與多位紐約政要及財經人士會面，並拜訪母校紐約大學，行程滿檔。馬總統說，他曾住在紐約2年半，朋友、老師及同學都非常多，且紐約是美國最大的城市及商業中心，難免會有一些活動。

談到與夫人周美青在紐約的戀愛時光，馬總統表示，7年多沒回母校，會舊地重遊約會地點；他也靦腆笑說，「那時候真的很甜蜜」，可惜周美青在英國另有行程。

賀誼專案 總統讚活路外交

馬英九總統出訪中南美洲友邦的「賀誼專案」11日啟程，將訪問5個友邦，並過境美國紐約及洛杉磯。馬總統在機上發表談話表示，政府「活路外交」政策化成豐碩成果，才會有133個國家給台灣免簽或落地簽證的待遇，像這類出訪都是中華民國累積實力很重要的做法。

馬總統在機上發表談話時表示，這次出訪路途遙遠，行程為4萬2千公里，比沿著赤道環繞地球一圈還要多2千公里，但仍要排除萬難前往不同語系的國家。馬總統表示，這是他2008年上任以來的第八次出訪，他本來希望23個邦交國都能訪問，但至今只能訪問22個邦交國，還有西非的聖多美普林西比得再找時間。

馬總統表示，政府的「活路外交」不只是消極的不與中共在國際社會惡鬥，更重要的是要積極鞏固邦交國的邦誼，也因此才會有133個國家給予台灣免簽或落地簽待遇。他說：『(原音)更重要的是積極地要鞏固邦交國的邦誼，然後要能夠提升邦交國的關係，也因為這樣努力的結果，點點滴滴的努力化成豐碩的成果，才會有133個國家給我們免簽或者落地簽證的待遇。』

馬總統並強調，「活路外交」也是「正派外交」，對外的援助一定要目的正當、過程合法、執行有效，他希望中華民國扮演好一個新興工業國家應有的對外援助責任，另一方面也要鞏固邦交，讓中華民國能有尊嚴地在國際社會存在。馬總統說，像是這類的出訪，都是中華民國點點滴滴累積實力、很重要的做法。

談到出訪的國家，馬總統表示，中華民國跟海地已建交57年，過去從沒有任何一位中華民國總統訪問海地。至於巴拉圭是中華民國在南美洲唯一邦交國，他5年前也曾參加前任總統就職典禮，這次是第二次出訪，頗有舊地重遊的親切感。

另外，馬總統指出，聖克里斯多福與聖文森分別與中華民國建交30及32週年，具有歷史意義；聖露西亞則是在2008重新復交。他表示，「三聖」是中華民國在加勒比海非常重要的友邦，這次希望能到當地了解彼此合作計畫進行的情形。

阿根廷國會初選 投票率逾七成

阿根廷11日針對10月的期中選舉舉辦公開初選，3千萬登記選民中有超過70%參與投票。

這是阿根廷的選舉中首次將16歲青少年列為合格選民，同時也是測試阿根廷總統費南德茲(Cristina Fernandez)支持度的一項重要考驗。

這項考驗將顯示費南德茲是否有足夠的民意支持，得以推動修改憲法，允許她在2015年爭取第三任任期。

根據民調機構Poliarquia分析師卡帝柏格(Alejandro Catterberg)的預估，費南德茲所屬政黨推出的候選人，將無法獲得超過35%的得票率，這代表自費南德茲在近2年前以54%選票獲選連任之後，支持度的急劇下降。

10月27日的期中選舉將改選眾議院的半數席次、以及參議院的三分之一席次。選舉結果將決定費南德茲是否能主導辯論進行修憲，以便尋求第三任任期。

其實這幾年除非是有機會上MLB的大物會選美國外 大部分都還是看簽約金 但現在台灣出國但沒站穩回來的那幾隻 去日本的真的存比較多 因為小聯盟的生活真的很苦 坐10幾個小時車不講 R一個月才850美金 吃住還要自理 光房租就很貴了 美國吃飯還要給小費 即使到了2A這種高階聯盟一個月也才1500 3A是2500 鋒哥那時候有成績又有年資也才拿到小聯盟的上限薪水4000 而且小聯盟是只有球季中支薪 只能拿10個月 還要存來回的機票 幾乎都是在吃簽約金 用簽約金換取等待爬上大聯盟的時間 說真的 如果簽約金不到30萬美金去美國的 都是在拼一個夢想 但日本就不一樣了 簽約金可以完整存起來之外 二軍最低保障年薪將近400萬日幣 每個月的生活費一定都還可以存一些起來 住宿球團也有宿舍 省了最貴的房租 生活品質高多了 是真的能夠紮紮實實存到錢的 說真的 除非是破30萬有機會上大聯盟的大物 不然簽約金很低 上去機率很小的那種 真的過得很苦 林爸在日本三年就賺了三四千萬台幣了 貓仔也賺了超過兩億台幣 所以才有這麼多3A球員乾脆來台灣打球 因為一個月是他們在3A的10倍甚至以上 有家庭生計要扛的幾乎都願意 旅美歸國的那些球員在台灣過的舒服多了 羅國輝 鋒哥 胡金龍 陳鏞基 羅錦龍那些上過2A以上的在台灣超好存錢 所以如果要去美國 真的是要有做好這是一趟逐夢的心理準備 但去日本的話 就當打工留學吧XD ※ 引述《einstean (台北捷運世界一流)》之銘言： : 請教球員如果有機會旅外，那麼旅美跟旅日的選擇是怎麼選的？ : 旅美 : 優點：升上大聯盟未來一片光明，美國比較不會操選手 : 缺點：只有少數幾個有機會站穩，小聯盟薪水很少，舟車勞頓很辛苦 : 旅日 : 優點：環境比較熟悉，升上一軍比較容易(？) : 缺點：要跟其他人搶洋將名額，日本調整沒有美國好 : 雖然想了一些理由，但是看不出很具體的東西。 : 不知道實際上球員是怎麼選的？ -- 只要中華隊有他在 不管落後幾分我都覺得還有無窮的希望 不動四番˙陳金鋒的歷史地位無可取代 -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 111.248.74.35 ※ 編輯: LewisRong 來自: 111.248.74.35 (08/12 08:07)

台大「命根子特展」 窺東西方秘寶

台大醫學院首次舉辦「命根子特展」，結合古代西方與東方對陽具的崇拜，到現代男性性器官的解剖構造，想要一窺男性「那話兒」奧秘，走一趟便明白。

展覽主要策展人是台大醫學院泌尿科兼任助理教授許耕榕，他專攻男性性功能障礙及陰莖病變手術，曾解剖數百具大體生殖器，且他手術過的病例超過4000例。特別的是他跳脫西方對男性生殖器解剖概念，改寫泌尿科教科書，在台大醫院前院長陳明豐、泌尿科主任蒲永孝等人鼓勵下，他決定向大眾獻「寶」。

許耕榕表示，以往教科書只提到海綿體內只有一條深靜脈，陰莖白膜只有一層，但經他解剖發現，海綿體靜脈不只一條，且白膜有2層，甚至還有一條遠端韌帶，「這些都是攸關勃起與持久的關鍵解剖構造，但許多泌尿科醫師至今還不知道。」

許耕榕說，他選在父親節開始展出東西方的命根子照片，主要是希望有陽痿問題的男性不要諱疾忌醫。這項展出在仁愛路1段1號，台大醫學院醫學人文博物館，展期至10月31日。

薄案生枝　海伍德母親首出面向北京求助

【綜合報導】就在中國前高官薄熙來案即將開庭審理之際，其妻谷開來毒殺英國商人海伍德（Neil Heywood）事件又生波折。海伍德的母親昨在倫敦打破緘默，公開向《華爾街日報》投書，指海伍德的被殺害導致家庭失去經濟支柱，要求中國政府本着憐憫之心給予協助，以減輕兒子被害對其家人特別是兩個8歲和12歲大孩子的傷痛。
 
海伍德母親說，為避免對中國當局造成不必要的尷尬，一直以來堅拒接受訪問，但現在迫不得己打破沉默請求幫忙。

基市身心障礙福利服務中心日前舉辦兩天『FUN假樂遊遊～親子活動』，以親子、手足互動為主，透過二天一夜的行程，在遠離都市的環境中，讓家長能透過遊戲、感官體驗，學習特教專業知能、啟發孩子能力，建立健康和諧的家庭生活。

伊甸基金會表示，長期以來在服務身心障礙朋友過程中，常見有身心障礙者及遲緩兒童的家庭，多數較少參與戶外活動，此外，平時忙於照顧及工作的家人，也難得注意特殊孩子與其他手足的互動情況；所以中心透過親子活動的舉辦，讓家長們輕鬆參加戶外活動且能在專業工作人員的陪同下，學習相關知能和增加親子之間的互動，家長們可以藉此活動更認識自已的孩子，重新看待孩子，調整教養態度和觀念，也期待藉此增進手足間互動關係。

高以翔進軍好萊塢的首部電影【天使聖物：骸骨之城】將在8月30日上映，飾演原著小說的關鍵角色「布魯克林大巫師」，該角色的扮相，讓模特兒出身的高以翔，充分發揮酷帥有型的身段，臉部化上誘人性感的妝，雖然是活了八百多歲的角色，但男人和女人都會受到他的吸引。

片中高以翔有著古銅色皮膚和金綠色雙眸，他表示：「我化著很誘人性感的妝，做頭髮，戴耳環，塗一點唇蜜，這就是大巫師獨樹一格的形象。」 他還說：「他雖然是八百歲的巫師了，卻還是個派對動物，經驗豐富又見識廣博，基本上布魯克林區就是他的地盤。他經常辦炫麗的派對，有權有勢，生活浮華，只要他在現場就成為注目焦點，大家都會聽他說話，而且男人和女人都會受到他的吸引，當然他也充分利用這些優勢。」

上月高以翔更和【天使聖物：骸骨之城】女主角莉莉柯林斯、男主角傑米坎貝爾鮑爾等人一同出席聖地牙哥動漫展，為影片造勢宣傳，受到記者和影迷歡迎。他受訪時提到，剛開始隻身到片場時，人生地不熟，相當緊張，沒想女主角莉莉柯林斯大叫他名字，親切和他打招呼，頓時消除他一切不安。

總舖師辦桌熱炒 楊祐寧吸票放話裸泳

電影「總舖師」昨晚砸250萬元在高雄市舉辦超熱鬧的辦桌首映會，佔地450坪的林蔭草地駛入兩台卡車拼成豪華大舞台，席開50桌，由「內門總舖師」阿机師吳義雄掌廚，上桌的都是電影中的台灣古早菜。

「總舖師」導演陳玉勳大方喊出票房破6億，就帶劇組去馬爾地夫。「祐祐」楊祐寧也承諾要在馬爾地夫裸泳慶祝。充滿台灣人情味與歡笑的「總舖師」超有感染力，桂綸鎂與舒淇看過後都開始模仿楊祐寧在片中的怪腔調，彭于晏更盛讚「真XX的好看，太屌了，太好笑了，今年台灣最好看的電影。」不過楊祐寧的女友郭采潔還沒看過，之後會一起去看。

13日是七夕情人節，楊祐寧表示那天會在劇組度過，沒有計畫要去慶祝，也沒準備禮物。那如果郭采潔有準備禮物呢？不會尷尬嗎？祐祐說：「那我會很開心。」祐祐在片中留了鬍子，他一開始不習慣，但刮掉以後超後悔，頭3天照鏡子都覺得不是自己，不過郭采潔還是比較喜歡他臉上乾淨的樣子。

高雄市內門是台灣總舖師最多的地方，高雄市政府與旅遊業者合作推出「總舖師」之旅，讓觀眾在看完電影之後，可以更深入了解台灣的總舖師文化。

群眾紐約要馬總統下台 遭美警上銬

【陳郁仁／紐約報導】 總統馬英九展開「賀誼之旅」，第一站到達紐約，但抗議民眾卻如影隨形的跟著他。據了解，總統下榻的飯店外，有一僑胞因抗議，被紐約警察上銬，但隨後被釋放。而總統今晚要與僑胞餐敘的紐約君悅飯店門口，也有近五十名僑胞，在此高喊「馬英九下台」。抗議僑胞表示，今晚的僑宴只有支持國民黨的老僑可以參加，他們特地從紐澤西過來，我駐紐約辦事處卻連總統行程都不透露，不讓他們發表意見。

僑胞們在門口高喊「釋放阿扁」、「停建核四」，也引起路過的美國民眾好奇，詢問抗議民眾在喊什麼。美方則出動警力維持秩序。獲得奧斯卡最佳導演的李安今也協同妻子出席馬總統舉行的僑宴，馬在進入會場前，還跟李安先闢室密談，再與我駐美代表金溥聰，一同步入僑宴會場。

薄案生枝　海伍德母親首出面向北京求助

【綜合報導】就在中國前高官薄熙來案即將開庭審理之際，其妻谷開來毒殺英國商人海伍德（Neil Heywood）事件又生波折。海伍德的母親昨在倫敦打破緘默，公開向《華爾街日報》投書，指海伍德的被殺害導致家庭失去經濟支柱，要求中國政府本着憐憫之心給予協助，以減輕兒子被害對其家人特別是兩個8歲和12歲大孩子的傷痛。
 
海伍德母親說，為避免對中國當局造成不必要的尷尬，一直以來堅拒接受訪問，但現在迫不得己打破沉默請求幫忙。

歐洲銀行巴士 取代2萬家分行

根據歐洲央行資料，歐洲各銀行為節省成本，去年關掉五千五百家分行，二○一一年更關掉七千二百家，歐洲地區自二○○八年金融危機以來，已少了兩萬家分行，一些偏遠地區民眾只能靠每個月才來一次的行動銀行巴士存提款。

西班牙中央平原的中世紀村莊馬德魯埃洛，一輛巴士停在一個魚攤販旁，一群靠退休金過活的村民排隊上車，他們並非要去某個地方，巴士裡的陳設就像一般的銀行分行，只不過每件家具都用鬆緊帶固定，以免車子移動時會移位。

這輛巴士是接受紓困的Bankia銀行的行動銀行。七十一歲的村民馬丁說，希望巴士每周都來，「一次領一個月的生活費，萬一被偷怎麼辦？」

馬德魯埃洛村村民算幸運，Bankia銀行在全國砍掉一千家分行後，行動銀行巴士才頭一次開到瓦倫西亞東部地區。

自金融危機以來，歐洲銀行關掉百分之八的分行，未來還會繼續關。民眾利用網路和手機銀行服務趨勢，加速實體銀行據點消失。

不過，仍有千百萬人習慣用存摺提錢。馬德魯埃洛村附近的科拉爾德亞伊利翁村，居民只有六十多人，多半為農人和退休者。退休農民阿里巴斯仍用存摺領現金，擔心未來不再享有銀行服務，「我們必須學習使用網路」。

西班牙關閉最多銀行據點。由於之前地方儲蓄銀行擴張，使西班牙成為歐洲銀行據點最密集國家，雖然二○一二年底已比四年前少了百分之十七，仍有三萬八千二百多個點，平均每一千二百一十人就有一家銀行分行，居全歐之冠，歐洲平均每二千三百人才有一家。

零售銀行業務以個人和中小企業為對象，分行的開銷占零售銀行成本的六成。許多銀行承認，關閉分行的速度應該更快些，但擔心在銀行獲利稍微有起色時失去客戶，或是引起政治反彈，例如在英國，一些大銀行靠納稅人紓困。

羅蘭貝格諮詢公司金融服務主管艾斯瓦札杜林說：「關閉一家分行，喪失一些客戶，這時讓客戶有藉口換銀行。」
