閣下兩知晉江，賢能懋彰；近移臺灣，實海外黎元之幸也。乃撝詞下逮.盛執謙沖，諄然以此邑之張弛.施措之後先垂問。慚恧之餘，轉增跼蹐。顧瑩於此邦，有舊令尹必告之義，不敢自外。謹竭所知。 「瑩聞善治國者，如理一身。氣血流通，官骸運動，乃可以無病。苟一支一節，氣滯血凝，則病作矣。然投劑者必審其秉體之強弱，與受病之淺深。有同病而異藥者，其奏效一也。又聞為政在乎得民。而得民者，必與民同其好惡。閣下由泉而之臺，臺之民，半泉人也。泉人之為病，與其好惡，既習知之矣，若臺人之為病，與其好惡，容或有同而異者。是豈可以無辨乎哉！」
