論文一稿多投問題

請問有經驗的大大~

是不是在學術界有人將在國內期刊已投稿的文章翻成英文，再投稿至國外的期刊上，這樣是否等同發表了二篇?

還有，有人因為在等待投稿回覆時間上的問題，而一稿多投，等其它投稿單位確認是否可登出，再來擇一選擇欲要刊登的單位，這樣會有問題嗎?
