我想請問一下，路上常看到有
1.前有測速照相，............
2.常有測速照相，............

這類的警告牌

但如果如下列情況:
1.明明是照對向車道的固定式照相[一般無法轉換方向的那種]，結果兩邊都設置如[1]的警告牌，這是否在欺騙民眾?

2.如果設置如[1]這類的警告牌，但是實際上卻距離幾公里才有，而且在那隻相機前面100多公尺的地方也有同樣的警告牌[這應該是為該隻測速照相所設立的]，那這種情形是否也是在欺騙民眾?而且此種情形是只設立警告牌，從來沒裝設過測速相機，連流動式的都沒有，這種是裝來嚇人的嗎?
